摘    要:基于经济平衡增长思想提出中国全要素能源效率测算方法。研究结果表明,1980-2012年中国全要素能源效率呈现稳中上升的趋势,全要素能源效率有效,提高全要素能源效率的本质是资本存量投入、劳动力投入对能源投入的替代。依据中国"十二五"规划相关指标,计算出"十二五"期间能源投入年均增长率不应高于4.49%,并提出加大节能减排力度等政策建议。

Abstract:Based on the idea of balanced economic growth,the calculation method of China's total factor energy efficiency is put forward,the results show that China's total factor energy efficiency presented a trend of steady rise in 1980-2012and it is effective,the essence of improving total factor energy efficiency is capital input and labor input for alternative energy.According to the related indicators of China's 12th five-year plan,calculated during the period of "twelfth five-year" energy input in an average annual growth rate should not be higher than 4.49%.Finally the policy suggestions of strengthening energy conservation and emissions reduction are proposed.
