| 摘 要： | 惠州市人口和计划生育综合改革十年的实践说明，从统治范式到治理范式的转变，是人口和计划生育工作作为社会公共事务的现实选择和必然需求；它不仅是工作理念上的变革，而且是工作机制、工作方式和工作手段的根本性变革，带来的是计划生育中私人理性和公共理性矛盾的化解、社会的和谐、群众的满意和支持。 |
