省域创新型科技人才队伍建设的投入产出效率评价及其空间关联格局分析——基于DEA模型和LISA方法

摘    要:在建立创新型科技人才队伍建设评价指标体系的基础上,通过DEA模型和LISA方法的运用,从省域层面出发对全国30个省(市)区2009年的创新型科技人才队伍建设的投入产出效率进行了综合评价,并就其空间关联格局进行了识别和检测。结果表明:我国各省域创新型科技人才队伍建设的投入产出效率之间仍存在显著差异,不均衡态势较为突出,其空间关联模式呈现出三种类型:low-low型、low-high型、high-low型,high-high型的空间关联模式未通过LISA显著性水平检验,省域创新型科技人才队伍建设投入产出效率空间格局中的"高地"效应尚未形成,而"洼地"效应已初步形成。

Abstract:Based on the evaluation index system of technological Innovation talents construction,this article makes comprehensive evaluation of technological Innovation talents construction input-output efficiency in 30 provinces during 2009 through DEA model and LISA technique.It also makes tentative analysis on the patterns of spatial agglomeration.The result indicates that the provincial status of technological Innovation talents construction input-output efficiency among different provinces is quite different and unbalanced.Low-Low,Low-High and High-Low patterns have been formed while High-High pattern could not pass the test of LISA significance.Moreover,the "Highland" in the spatial layout of the provincial technological Innovation talents construction input-output efficiency has not been formed,and the "low-lying land" has preliminarily come into fact.
