论新型农村合作医疗制度的城乡统筹——以杭州为例

2003年新型农村合作医疗制度试点实施以来,杭州试图让农民和城镇非从业人员根据自身实际情况灵活选择不同的医疗保险项目、定点医院,并逐步提高筹资水平,报销和补偿水平。通过分析杭州新农合实施过程、运作逻辑,从制度供给的公平性、可及性和合理性出发,认为新型农村合作医疗制度可以实现有差别统一的城乡统筹。

Overall Planning Development of New Rural Cooperative Medical Both Rural and Urban Areas

New Rural Cooperative Medical（NRCM） has been implemented since 2003.Bringing local conditions into consideration,Hangzhou Government have continuously explored and created a series of new policies to benefit various levels of people,such as peasants and urban non-employed,they have right to choose what kind of medical insurance and hospitals to some extent.Also other measures like Increasing the claims ratio,the level of funding levels and compensation are carried out.This paper examines these policies from a new angle of view,mainly discussing the equity,availability and rationality of NRCMS in Hangzhou,finally points out this implementation can promote overall planning of urban and rural areas in the field of cooperative medical system.
