东北地区人口城市化问题与对策研究

改革开放前长期形成的相对较为雄厚的工业化基础促进了东北老工业基地区域人口城市化进程;同时,人口城市化对东北地区社会经济发展也产生了积极的促进作用。随着改革的深化和国家发展战略的调整,东北人口城市化进程逐渐趋缓。其主要问题是城市化质量指标与其较高的人口城市化数量表征不相符合;人口城市化的工业化动力不足;小城镇聚集效应和规模效应提高缓慢。因此,要以东北振兴为契机,在提高城市化质量、完善城市体系和优化城市发展软环境过程中,推进人口城市化进程。

Research on Population Urbanization Problems and Countermeasures in Northeast China

The population urbanization development of the old industrial bases in Northeast China was promoted by the comparatively powerful industrial foundation established before the reform since 1970s.Meanwhile, the population urbanization in return actively promoted the social and economic development of the regions in Northeast China. With the further development of reform and openness, and the adjustment of national developing strategies, the population urbanization process is gradually slowing down. The principal problems are the following: the conflict between the indicators of urbanization quality and the characteristics of the urbanization quantity; the shortage of the Industrial engine in urbanization; the slow increase of the benefits of intensive operation and extensive operation in small towns. Therefore, the population urbanization development should be pushed forward in the background of revitalization of the old industrial bases in Northeast China, with the emphasis on improving the quality of urbanization and urban system during the process of strengthening the soft environment.
