关于西姆拉会议的缘起和会前的中英“磋商”

九十多年前的西姆拉会议是英国逼迫初生的民国政府参加的所谓中、英、藏“三方会议”,是英国实施其调整后的侵藏政策的产物。中国政府在会议的议程、地点、方式和西藏地方代表的地位问题上阐明了自己的立场,力图维护国家主权。西藏代表在会上的名称、权限、地位,要由中英在会前多次“磋商”的事实充分说明西藏其实并不是一个什么“独立国家”。

The Cause of Simla Convention and the Negotiation between China and Britain before the Convention

"Simla Convention" in 1913 was the tripartite talks forced by Britain among China,British and Tibet.It was aimed to solve the so-called Tibetan issue and was under the pressure from the British Government.It was served for the British policy of taking aggression over Tibet.The Government of the Republic of China took its own stand over the agenda,place,ways,and the status of Tibetan delegation,and tried to preserve sovereignty over Tibet.The issue on the title,rights and status of the Tibetan Delegation was negotiated several times prior to the convention,and the negotiation itself,in fact,proved that Tibet was not an "independent country".
