| 摘 要： | 国外城市公共设施的管理主要有服务型政府模式、共同参与模式、企业化模式和福利模式4种典型。针对目前我国城市公共设施管理存在的问题,结合国外成熟经验和先进的做法,我国城市公共设施管理的目标模式是：建立政府、企业（市场）和社会三位一体的治理结构,实现政府治理、市场治理和社会治理的有机结合。

| Abstract: | The management of urban public facilities abroad includes service-oriented government model,participation model,enterprise model and welfare model.For existing management problems of urban public facilities,the target management model is proposed after integrating overseas mature experiences and advanced practices.It requires that the three-in-one governance structure be constructed to realize an organic integration of governmental administration,market governance and social governance. |
