清代,特别是清前期,各地盐商凭借清王朝政府授予的特权,垄断了食盐的运销,借此获取高额的利润.同时,清政府又通过种种手段,对盐商们进行额外盘剥.清政府除了运用税收制度加大盐业利税获取财富以外,还尽力利用盐业帑本这种国家生息资本榨取盐商,获得强制性的高利贷收入--帑息.

A Brief Analysis on Capital and Interest of State Treasury

In the Qing Dynasty, especially in the earlier Qing Dynasty ,salt tradesmen depending on privileges given by the Qing government monopolized transportation and sale of salt and obtained high profits . At the same time , Qing government gave extra exploitation to salt tradesmen through all kind of ways .Besides applied tax system which exploited salt tradesmen and gained wealth, Qing government also utilized state treasury capital to swindle salt tradesmen and obtained high state treasury interests .This paper mainly elaborates evolution and influence of capital and interest of state treasury.
