| 摘 要： | 郭嵩焘出使西欧期间，认识到华侨在通商国防方面的重要作用，提出了在海外设立领事馆保护华侨的积极主张，并身体力行，爱侨护侨，其思想与活动有利于打破清政府的海禁政策，是开启侨务近代化的先驱。

| Abstract: | on his diplomatic missions to western Europe, Guo Songtao realized the importance of the role overseas Chinese were playing in international trading and national defence. He proposed setting up consulates overseas to protect the Chinese abroad. He practised what he advocated for the benefit of overseas Chinese, and his pioneering work in this respect helped break the ban of the Qing government on international trading. |
