"以人为本"的科学内涵及其理性实践

以人为本,是在对社会历史发展过程中人的主体地位和作用日益突出的回应中,在对全面建设小康社会的深刻理解中,在对中国改革开放和现代化建设过程中所付出代价的反思中,而提出的一种发展理念.以人为本的"本",就是要把人当作主体、本质和目的.以人为本有三个层次的内涵首先,它是一种对人在社会历史发展中的主体作用与目的地位的肯定.其次,就当前中国来讲,它是一种立足于解放人、为了人并实现人的现代化的价值取向.即在人与自然的关系上,就是提高人的生活质量;在人与社会的关系上,就是促进人的全面发展,尊重人性发展的要求,使发展成果惠及全体人民;在人与人的关系上,就是强调公正,关注弱势群体;在人与自身的关系上,就是尊重人的合法权利,尊重人的能力差异,尊重人的个性,尊重人的独立人格,不断满足人的基本需求.最后,它是一种思维方式,它要求我们在分析、思考和解决一切问题时,要确立起人(或人性化)的尺度,实行人性化服务.在当代中国,"以人为本"落实到执政党的活动中,主要就是"以民为本",但不能把"以人为本"仅仅理解为就是"以民为本"."以人为本"比"以民为本"更能调动一切人的积极性,凝聚一切积极力量.

Scientific Connotation and Rational Practice of "Mankind as Root"

Mankind as a root has three connotations. Firstly, the root is the affirmative of mankind's function of mainstay and goal in the development of society and history. Secondly, as for the current situation of China, it should be the emancipation of mankind's thinking and the realization of mankind's value. Lastly, it is also a way of thinking, namely, mankind should be taken into consideration in overcoming any difficulty. A clear distinction is cut in the concepts between "mankind as root" and "people as root".
