| 摘 要： | 公共政策是对社会价值所作的权威性分配,它直接关系到公众的切身利益,必然会引起公民参与。为了避免现代化进程中的参与危机,有必要对公民参与进行研究。对中美4种公民参与方式进行比较分析,我们可以从中发现尚需改善和可资借鉴之处。

| Abstract: | Public policies which are authoritative distribution of social value directly relate to interests of the public and inevitably cause citizens' political participation. To avoid participation crisis in modernization, it is necessary to carry out a research on citizens' participation. The comparison between four means of Chinese and American citizens' participation shows that we can find the points that need improving and the ones that can be used for reference. |
