困境与解局：社会管理创新语境下基层服务型政府建设的思考

社会管理创新是我国改革与发展的新任务，而建设基层服务型政府是我国政府转型的重中之重和社会管理创新的前沿阵地。当前，我国基层服务型政府建设面临“民本至上、服务为先”施政理念缺失；重经济管理，轻社会管理的职能偏好难改；财力与事权不对称，基层公共财政步履维艰；公众参与机制滞后；部门利益与公共利益之间张力不减以及法治行政失范，公共权力异化等困境。解决上述问题，必须观念创新、制度创新和机制转换上实现新的突破。
