| 摘 要： | 通过对现行农村土地制度弊端及农村土地自发变革经验教训的分析，在保持“土地集体所有的法律地位、土地所有权与经营权‘两权’分离的产权关系、以土地家庭为基础的基本经营制度、农民土地占有的现状”四不变基础上，实行“农民土地承包权物权化、农户住宅产权化、农村社会保障前置化”的“三化”模式，是农村土地制度创新的重要尝试。

| Abstract: | The paper analyses the drawbacks of the existing system of rm＇al land and the experiences and lessons of the spontaneous rural land reform. It suggests that we should maintain the legal status of collective land ownership and the separation of land ownership and management rights, keep the existing land home-based basic operating system, land tenure status. The important rural land system innovation includes the implementation of right to contract land property rights of peasants, peasant residential property and the rural social security. |
