再生资源产业发展的国际经验及其启示

再生资源产业作为发展循环经济的关键产业，受到欧盟、美国、日本等发达国家和地区的重视并得到迅速发展。在其发展过程中，积累了丰富的经验，具体可概括为：政府主导、立法推动、技术先行、体系保障、权责明确、公众参与。国外再生资源产业发展对我国的启示是：建立适合国情的再生资源产业发展模式。由政府主导并通过制定完善的法律法规、合理的经济政策等来推动，促进再生资源回收处理技术的研发与成果推广，建立规范化的再生资源回收体系，明确各方责任并让公众积极参与。

The International Experience and Enlightenment of Resource Recycling Industry Development

Renewable energy industry, as the key to develop circular economy industry, is focused by the European Union, the United States, Japan and other developed countries and regions and developed rapidly. In its development process, rich experience has been accumulated which can be summarized the following： the government leading, the promotion of legislation, technology support, system security, clear authority duty and public participation. The enlightenment of the development of renewable resources industry in foreign countries to China is that： to establish the reasonable industry model of resource recycling industry in line with China＇s national conditions; to be led by the government to enact perfect laws and regulations and formulate sound policies; to promote the development of advanced technology of resource recycling; to establish a standardized resource recycling system; to clearly define the responsibilities of stockholders and to promote public participation.
