推动社会主义新农村建设是我国经济社会发展的重大决策．城市化是我国社会经济发展的基本趋势。与城市化的战略性相比，新农村建设具有调整性和从属性，是策略性的，应服务于城市化发展的基本需要和要求。新农村建设应坚持从区域城市化发展需要出发的原则，以城市为主导逐步加以推进，而不能由农村基层主导、全面铺开遍地开花，我国新农村建设的基本模式应是以城市为主导、辐射式推进的模式。
