刑事涉案财物的信息化管理

随着刑事案件数量的不断增加,涉财类刑事案件也不断增多,刑事涉案财物的信息化管理显得非常紧迫.信息化管理能够提高诉讼效率,应对日益增加的案件数量,同时也是有效协调公检法三机关保管涉案财产的方式,增加了保管刑事涉案财产的透明性.刑事涉案财物的信息化管理也具有现实的可行性,计算机技术的不断发展为其提供了技术条件,违法所得没收特别程序的设立为其提供了制度支持,信息化管理平台的试点为之提供了现实条件.但是,目前我国刑事涉案财物信息化管理平台的建设还面临不少困难.管理标准不统一、人工化管理还普遍存在等问题依然影响信息化管理平台的建设.刑事涉案财物信息化管理平台的建设应当坚持与时俱进,更新管理理念,加强对管理人员的技术培训.同时,还要实现刑事涉案财物信息化管理的专门化.在明确了刑事涉案财物信息化管理平台建设的基本问题之后,完善具体措施,采取二维码扫描入库、定时检查库存以及设置警报系统等方式完善信息化管理平台的建设.

Information Management of Property Involved in Criminal Case

Criminal cases related to property are growing with the increasing number of criminal cases, and the criminal information management is really urgent. Information management can not only improve the efficiency of litigation to deal with the increasing number of cases, but also effectively coordinate the way of protecting property by three public security organs, which can increase the transparency in the custody of property involved in criminal cases. It is feasible to establish the information management of property in criminal cases, because the continuous development of computer technology can provide technical conditions; the establishment of special procedures for confiscated property can provide system support; and the pilot of information management platform can provide the practical condition. However, there are many problems in the construction of information management platform of property involved in criminal cases. For example, the standards of the management are not consistent and the manual management is still widespread, which still affect the construction of the platform. To establish the criminal information management platform, we shall follow the trend of the times, update the concept of management and strengthen the technical training of managers. Moreover, the specialization of the information management needs to be achieved. On the basis of clarifying the basic problems of the construction of criminal information management platform, we suggest improving the specific measures, adopting the two-dimensional code scanning storage, checking the inventory regularly and setting the alarm system to improve the construction of the platform.
