坚持和完善党的领导制度体系重大意义的四重维度

党的十九届四中全会首次提出党的领导制度体系这一概念,应从内涵、前提、保证、理论四个层面全面理解坚持和完善党的领导制度体系的重大意义。从思想内涵来看,党的领导制度体系主要表现为四个方面：党的领导是根本,建构制度是保障,形成体系是基础,发展创新是关键。从根本前提来讲,党的领导是建构中国特色社会主义制度体系的政治保障。从政治保证来说,党的领导是发挥中国特色社会主义制度优势的根本保证。从理论发展来谈,党的领导制度体系丰富和发展了马克思主义政党和国家建设学说。党的领导制度体系这一概念的提出,在理论方面和实践方面,无疑具有重大意义。进一步而言,只有系统理解党的领导制度体系的重大意义,才能更全面地理解中国特色社会主义制度体系在实现国家治理能力和治理体系现代化中的重大作用。

Four Dimensions of Great Significance in Adhering to and Perfecting the Party's Leadership System

The notion of "the Party''s leadership system" was first proposed in the Fourth Plenary Session of the 19th Central Committee of the CPC, whose great theoretical and pragmatic significance should be understood and maintained from four perspectives,i.e. connotation, precondition, assurance and theory.From the perspective of ideological connotation, the Party''s leadership system has been reflected in four aspects: Party''s leadership, institutional system, formation of system, innovation in development.From the perspective of fundamental precondition, the Party''s leadership is the political assurance of the formation of socialist political system with Chinese characteristics. From the perspective of political assurance, the Party''s leadership is the fundamental assurance of exploiting the advantage of socialist system with Chinese characteristics. From the perspective of theoretical development, the notion of "the Party''s leadership system" can be taken as the development of Marxist theory of political party and state construction.Understanding the great significance of the notion of the Party''s leadership system comprehensively contributes to understanding the important role of socialist system with Chinese characteristics in the modernization of the governance system and capabilities.
