| 摘 要： | 国家观念是主导公共政策变迁的动力之一."意识形态"作为国家观念的一种,是推动公共政策变迁的重要因素.主导义务教育治理政策变迁的国家观念应该是教育的公共精神.从义务教育治理的角度理解,"意识形态"具有"观念性、政治性和否定性"三个特征.公共性阙如的"意识形态"主宰着新中国成立到新世纪之前的义务教育治理变迁过程,并由此带来了义务教育的发展困境.基于此,新世纪的义务教育治理首先实现的是观念转轨.一系列有利于义务教育公共性实现的政策措施,让我们感受到了义务教育公共性回归的缕缕曙光.在当前,以"公共性观念"为导引,不断推进义务教育的均衡发展,依然是一项未竟的国家事业.
