| 摘 要： | 20世纪90年代中后期西欧各国改革传统的福利国家制度,执政的社会民主党及其理论家提出了建立社会投资型国家的主张,其核心内涵是国家通过教育和培训的途径投资于人力资本,实行一种积极的社会福利政策.这对我国改善目前劳动力的状况和缓解就业压力具有极大的借鉴作用.我国应通过提高教育投入和建立职业培训体系的途径加大人力资本投资,提高劳动者的就业能力.

| Abstract: | Social democracy parties in the Western European countries advocated establishing social investment country in which the governments invest in the human capitals by means of education and trainings and adopt a positive social welfare policy. There is a lot for us to learn to improve the current situation of the labor force and release the pressure of employment. We should encourage the input in education and establish profession training system to increase the human capital investment and strengthen the employers' capacity for work. |
