再论政府能力及其提升的路径选择

政府能力结构体系包括社会发展能力与政治统治能力两个方面,政府能力是它们二者的合力。社会发展能力内含汲取社会资源能力、增加社会资源能力和配置社会资源能力三大要素;政治统治能力则内含合法化能力、公共行政能力和政治冲突调控能力三大要素。要实现国家的长治久安,建设一个强有力的政府,就必须寻求政府能力两大体系之间及其内部诸要素之间相互促进、相得益彰,共同发展、平衡发展。唯有如此,政府才能跳出跛脚式发展的怪圈,走出中国怪像和中国政治怪像的困境。
