| 摘 要： | "服务型政府"是指在公民本位、社会本位理念指导下,在民主制度框架内,把服务作为社会治理价值体系核心和政府职能结构重心的一种政府模式或曰政府形态.服务型政府的主要理论基础是后工业社会理论、政府职能结构重心位移理论和科学发展理论.服务型政府在本质上是后工业社会的治理模式.弄清楚这些问题对当今中国"服务型政府"建设有着重要的理论和实践启示意义.

| Abstract: | Service-oriented government is a new kind of governmental pattern. It emphasizes the functions of citizen and society. In the democratic system frame,it considers service as the core of value system of social governance and the centre of governmental function structure. Main theoretical basis of service-oriented government is the theory of post-industrial society. Essentially,service-oriented government is the governing pattern of post-industrial society. |
