浅探公务员激励均衡点演进

摘    要:新公共管理理论认为公务员是国家雇员,受政府机关雇佣行使公共权力并提供公共产品。激励公务员努力工作是政府人事部门的一项重要任务,政府采取的措施一方面要有效刺激公务员努力工作,实现自身价值,另一方面又要实现社会净收益的最大化。基于公务员近似理性经济人的假设研究,政府人事部门采取激励措施应使公务员边际成本接近边际收益,此时达到了激励均衡点所对应均衡状态,即社会效益与公务员自身价值统一。

Abstract:The theory of new public administration thinks that governmental officials are employed by the government who exercise their power and provide public service.It is a very important task to encourage governmental officials to work hard.The measures that government should take not only encourage governmental officials to achieve their value,but also make them bring about maximum net social effect.Based on an assumption that governmental officials are rational economic men,government should take encouraging measures to equalize government employee's marginal cost and marginal profit.Then the government's personal department will get encouraging balanced point corresponding with the balance state,where society profit and government employee's value keep perfect unity.
