| 摘 要： | 加强高等学校创新团队建设对构建国家科技创新体系、建设创新型国家具有重要的现实意义和深远的历史意义。体制创新、科技平台、领军人物、团队结构、团队精神构成创新团队建设的四大要素。创新团队建设不是单纯的行政行为,不能急功近利,也不能以单一的科学计划或科研项目的方式来实施。

| Abstract: | Enforcing the innovative team construction of colleges and universities will be practically significant and historically far-reaching for the construction of national scientific and technological innovation system as well as that of innovative country.Systematic innovation,scientific and technological platform,leading figures,team organization and team spirit constitute the factors for the construction of innovative team.Moreover,the construction of innovative team is not merely an executive action;therefore,neither the anxiety for quick success and instant benefit nor the implementation of it in the form of single scientific scheme or scientific research project is allowed. |
