| 摘 要： | 索马里海盗行为已成为国际社会关注的影响和破坏国际海运安全的问题之一，构成了严重危害和平与安全的国际罪行。通过分析海盗行为的危害性、打击的必要性以及国际合作打击海盗中出现的问题，提出一些打击海盗的进路。

| Abstract: | Somalia piracy has become a main problem to affect and destroy international maritime safety,which caused great concern of international community.It constitutes an international crime that seriously endangers peace and security.This paper proposes some strategies to attack pirates through analyzing pirates' harmfulness,attacking necessity and some problems in attacking pirates by international cooperation. |
