| 摘 要： | 通过采用实证分析方法和比较分析方法,分析我国中小企业发展中存在的技术水平偏低及参差不齐、区域发展不平衡、融资难的现状,以及我国现有法律对中小企业调整中存在的不足,指出针对我国扩大内需、经济全球化、科学技术的发展的需求,我国必须建立中小企业的卡特尔豁免制度.
