| 摘 要： | 从上个世纪80年代开始，西方发达国家掀起了一场被称为“政府再造运动”的公共管理革命。政务流程再造是电子政务深入开展的必然要求。通过对政府的业务流程进行重新改造，对政府机构进行兼并重组，创建一个具有企业家精神的政府，从而降低政府的运行成本，提高办事效率。

| Abstract: | Fromthe 1980s,Western developed countries set off a public managementrevolution called government reconstruction.Reconstruction government process is an inevitable requirement for further development of e-government.Through the government's process reconstruction,the merger and reorganization of government agencies and the creation of an entrepreneurial government,we thereby can reduce the cost of government operations and improving work efficiency. |
