| 摘 要： | 我国是一个发展中的农业人口大国,农业的基础地位和作用比任何国家都重要。十六大所确立的全面建设小康社会的奋斗目标能否实现,重点和难点在农村。综观农民收入的现状、农业发展面临的自然风险和市场风险并存等五方面困难,增加农民收入是全面建设小康社会的重要任务。

| Abstract: | As China is a developing country with a large rural population,the foundation position and function of agriculture are more important than any other country.The objectives of building well-off society in all-round way have been proposed at the16th Party Congress,whether they can be realized depends on the development of rural area.Based on analyzing the cur-rent situation of farmers'income and the difficulties in Chinese agriculture development such as coexistence between natural risk and market risk,the paper puts forward the conclusion that increasing the income of farmers is an important task of building well-off society in all-round way. |
