关于球权问题的几点思考——兼与梁守德教授商榷

球权是以人权为基础、超越主权但不否定主权的一种全球性权利,有其自然属性和社会属性。人权、主权、球权是人类社会有史以来所享有的三种最基本的权利,其中人权是核心,主权是关键,球权是保证,三权相辅相成,目的都是为了人的全面发展。在全球化进程中,为了维护球权,就必须坚决反对霸权。从以神权为基础的王权到以人权为基础的主权,再从以人权为基础的主权到以人权为基础的球权,都是人类对自身权利认识的巨大飞跃。球权既是一种世界观又是一种方法论,它对研究全球化进程中的国际政治理论与现实有着重要的指导意义。

The whole world right is a kind of global right that surmount sovereignty but not deny the sovereignty based on the human rights has its natural attribute and social attribute.Human rights sovereignty and the whole world right are three kinds of most basic rights that the human society enjoys since the dawn of human civilization.Among them human right is a core the sovereignty is a key and the whole world right is the assurance the three complement each other its purposes are all for people's development in an all-round way.In the globalization process in order to safeguard the whole world right we must object to hegemony.The whole world right is both a kind of world outlook and a kind of methodology it has important directive significance in studying the international political theory and reality in the globalization process.
