| 摘 要： | 政府是区域经济的重要组成部分,其本质是一种特殊经济组织,具有特殊的利益,既有自己的收入和支出,也有相应的目标函数。政府在特定的自然和人文环境下以不同的目标方式整合区域物质要素和人文要素。政府的行为方式主要分为福利型政府和经济人政府。不同的行为方式选择决定了政府对区域经济集聚的不同影响。
