以民生政治为基本导向的政治发展战略

关于中国政治发展战略的意见中,所谓“大民主”或“票决民主”的主张都是不可取的,民生政治应当是合理可行的战略选择.民生政治首先要解决的是中国面临的基本问题,即人民的吃饭问题或反贫困问题:民生政治将引导公共政策和制度安排的合理构建,建立公平的利益分配机制,并从满足人民日益增长的社会需要出发,为发展经济和民生幸福创造适宜的政治和社会环境.民生政治又是一种以深厚的中国文化传统和政治传统为支撑的平民政治,它从基础上提供国家建设的动力,以民意为归依,以共享共治为目的,进而实现国家和社会的现代化转型和长治久安.

The Political Development Strategy Oriented to Livelihood Politics

On China’s political development strategy,livelihood politics is a reasonable and feasible strategic choice.Livelihood politics is,above all,required to solve the basic problem that China is facing,namely,the people’s food supplies or antipoverty issue;furthermore,livelihood politics can guide the rational construction of public policies and institutions,establish an equal interest distribution mechanism and meet the people’s increasing social needs to create a favorable political and social environment for both economic development and the people’s welfare.Lastly,livelihood politics is civilian politics supported by profound Chinese cultural and political tradition,which basically provides the motive force for national construction,depends on the people’s will and aims at sharing and rule with all,to realize national and social modernization and lasting peace.
