| 摘 要： | 依法执政已写入十七大党章，这是我党进一步加强民主建设、惩治腐败的宣言。针对目前我国法制建设和思想道德建设的现状，只有采取以德治国的多种措施，才能实现以法治国。因为，加强以德治国是实现依法治国的根本和基础。

| Abstract: | Administration by law has been writen down in the party constitution of the 17th National Congress of the CPC. It is the declaration of our Party to strengthen democracy and punish corruption. However, in order to carry out “Rule by Law” ,we must take measures concerning “rule of virtue” to deal with the current situation of law building and ideological and moral building, since strengthening “rule of virtue” is the basis for the realization of “rule by law”. |
