国家与社会关系视角下的我国城市基层管理体制变迁分析

我国城市基层管理体制自建国后至今,经历了初建街居制、人民公社、文革、重建街居制、社区制五个时期。从国家与社会关系视角对此进行分析,发现国家力量是变迁的主导力量,社会变迁是变迁的重要动力,变迁过程则体现了政府模式的转变。城市基层管理体制未来的改革与发展,需要从以下几个方面着眼：转变政府职能是改革的关键,突破制度依赖是改革的难点,治理过度行政化是改革的突破口,促进社会发展是制度变迁的长远之计。

Analysis on the Development Track of China's Urban Local Management System in the Perspective of the Relationship between State and Society

After the founding of People’s Republic of China,the urban local management system has experienced five periods,which are the JIEJU system originally established,people’s commune,cultural revolution,the reconstruction of JIEJU system,and the community system.Analyzing this process from the perspective of relationship of state and society,we can find the followings： the state power is the dominant force for the change of local management system,and social change is an important development power.Meanwhile,this process reflects the change of government’s pattern.For the reform of the urban local management system in the future,it needs to focus on the followings： the transformation of government function is the key point to reform,and breaking through the system dependency is the difficult point to reform.At the same time,de-administration is salluy port to reform,while promoting social development is the institutional change in the long term.
