| 摘 要： | 文章分析了国外社区组织在实施对外援助及其在开展赋权公民运动过程中性质的变化，认为NGOs在此过程中的蓬勃发展，实质上只是发达国家和资本拥有者通过推动NGOs发展的政策来增强自身权力，NGO只是其倡导的民主的代言人，NGO在此过程中呈现出“去志愿化”趋向，这些变化是值得我国NGO发展引以为鉴的。
