| 摘 要： | 在分析总结津京沪三大直辖市科技创新之法制保障的经验及不足后,对我国核心大型城市的科技立法和法制保障提出了若干研究性建议：完善科技财政法律制度和科技税收法律制度;创建风险投资法律制度和科技服务中介体系;加强产、学、研联动机制,加大知识产权保护力度;突出提升企业内部研发创新能力,打造科技＂小巨人＂。
