公共冲突管理中行政权力介入的效果及其限度

在冲突管理过程中,行政权力介入的效果受到冲突困境性质和冲突管理目标的限制。对于"守约困境冲突"和"对抗困境冲突",行政权力的介入能够发挥重要作用;而对于"隔绝困境冲突",行政权力的介入就起不到重要作用。以处置冲突为目标的冲突管理需要权力大力介入,但以化解和转化冲突为目标的冲突管理对行政权力介入的需求就比较间接。为了弥补行政权力介入的局限,一种重要的替代选择是"威信介入",它既可以由有行政权力的人来实施,也可以由无权力的人来实施。

On the Effectiveness of Authority Intervention and Its Limits in the Process of Conflict Management

In the process of conflict management,the effectiveness of authority intervention is affected by the nature of conflict dilemma and the aim of conflict management.For the promise-performed conflict and confronting conflict,authority intervention can play an important role in the conflict management.But for the isolation conflict,it can’t play an important role.For the conflict management which is aimed to be conflict settlement,it needs the intervention of authority,but for the conflict management which is aimed to be conflict resolution and conflict conciliation,it doesn’t need the intervention of authority.To make for the limits of authority intervention,prestige intervention is needed.It can not only be performed by the person who has the authority,but also be performed by the person who is away from the authority.
