整体性治理理论视角下的中国府际关系研究

府际关系是政府之间的关系,它既包括中央政府和地方政府之间的关系,也包括各级地方政府之间、部门之间以及部门人员之间的关系,改革开放以来,由于受利益性的影响,当前在我国一些政府和部门中出现了碎裂化、分散性和部门利益化等倾向,基于此,从以责任和公共利益为导向的整体性治理理念、以整合、协作的运行方式、构建部门一体化服务的网点和建设网络化政府等四个方面论述了改善府际关系的应对之策。

Holistic governance perspective of intergovernmental relations in China

Intergovernmental relations are relations between the government, including the relationship between central and local, and the local governments, departments, since the reform and opening - up, due to the impact of disfferent interests, and different in some of our local governments and departments, there emerges fragmentation, dispersion and sectoral interests and so inclined. Based on this, this paper proposes the comtermeasures from the aspects of responsi- bility and the integrity of public interest - oriented management philosophy, integrated collaborative operation mode, building integrated services network and network government.
