中国大流域生态恶性传递与对策研究

流域生态系统是中华民族生存的主要生态系统，大流域生态系统的稳定对中华民族的生存和发展具有极其重要的作用。但我国大流域生态系统上、中、下游之间存在着的恶性的生态传递，造成很大的生态灾难，影响了整个流域生态经济效益的发挥。本文认为只有以流域开发作为基本的开发单元，调整经济开发格局；在上游民族地区倡导新的生产和生活方式；建立流域生态市场，充分协调上、下游的生态利益，把生态利益经济化，才能从根本上保证我国大流域生态系统的协调和稳定。

Big Drainage in China: Bad Ecological Transmit and Its Countermeasures

Drainage ecological system is one of the ecological system for the Chinese people and its stability is of vital importance to the existence and develioment of the Chinese people. But bad ecological transmit among the upper, middle and lower reach has brought about ecological disasters and reduced the benefits of the whole drainage ecological system. To assure stabilization and coordination in the big drainage ecological system, this paper suggests that the following measures should be taken: initiating new ways of life and production in the minority areas of the upper reach, establishing the ecological market of drainage, taking the drainage system as the basic developing unit and working out a coordinative industrial policy between west and east China.
