| 摘 要： | 自20世纪60年代以来新闻报刊上有大量介绍中非农业合作的报道,但鲜有学术分析和总结,这与不断蓬勃发展的中非农业合作实践不相符合。文章通过对50多年中非农业合作发展历程不同阶段特点的分析,以为中非农业合作经历了从早期单一的、单向的、无偿的农业援助,到20世纪80年代初开始强调双向受益、合作共赢的机制,再到21世纪中非合作论坛之后合作方式多样化、合作内容广泛化、合作渠道机制化、合作主体多元化的过程。这一过程表明中非农业合作的理念和方式并非僵化和一成不变的,而是随着国内发展政策、国际发展环境和非洲各国发展需求的变化而变化的历史选择,它是个动态的＂边干边学＂的探索过程。 |
