| 摘 要： | 残疾人社会服务递送承接着福利资源分配和服务供给，是残疾人社会福利和社会服务的核心环节。在我国残疾人社会服务发展历史中，服务递送呈现出从管制到治理的范式转换。目前，在多元治理理论视域下，我国残疾人社会服务递送衍生出四种类型，服务递送体系初步形成。然而，递送系统的官方主导造成社会组织发育迟缓和服务递送乏力等发展困境。为了打破服务递送瓶颈，文章提出“递送主体优化整合”和“递送流程优质再造”的路径选择，以实现我国残疾人社会服务递送的效能提升，进而达到实现残疾人福祉之目的。

| Abstract: | Social service delivery for the disabled not only undertakes the distribution of welfare resources and service supply, but also is the core link of social welfare and social service for the disabled.In the history of the development of social services for the disabled in China, service delivery presents a paradigm shift from control to governance.At present, from the perspective of multiple governance theory, there exist four types of social service delivery for disabled people in China, and service delivery system has been initially formed.However, the official dominance of delivery systems leads to developmental difficulties such as slow growth of social organizations and weak delivery of services.To break the bottleneck service delivery, this paper puts forward a way to optimize the integration of delivery agents and to reengineer the delivery process with high quality in order to improve the performance of China's social service delivery for the disabled, thus achieve the purpose of the welfare for the disabled. |
