| 摘 要： | 文章概述了治理民主理论，认为其能够在价值取向和实践路径两方面为推进政府购买公共服务提供重要理论指导。从该理论视野出发，发现法治民主和分权民主此二“基础性民主”建设滞后是政府购买公共服务面临诸多困境的根本原因，而“上层性民主”的欠缺严重影响了制度绩效。为扎实推进政府购买公共服务，应大力建设治理民主，依次以法治民主提供制度框架；以分权民主形成多中心治理；以“上层性民主”完善监督评价机制，不断提升公共服务的购买绩效。

| Abstract: | The paper summarizes the theory of governance democracy and holds that it can provide important theoretical guidance for government to purchase public service from both value orientation and practical approach. From this theory perspective, it is found that the primary cause of difficulties of the public services purchasing is that the construction of "infrastructure of democracy" (including constitutional and decentralized democracy) has lagged behind.And the lack of "superstructure of democracy" has seriously affected the system's performance.In order to improve the government purchasing public service, measures shall be adopted such as: promoting governance democracy and providing the framework by constitutional democracy; forming polycentric governance by decentralization democracy; constantly improving performance of the purchase by perfecting supervision and evaluation mechanism with "superstructure of democracy". |
