| 摘 要： | 近代以来,甘肃森林资源流失剧烈,生态环境持续恶化,自然灾害频繁,严重影响了经济的发展。民国时期省内外各界人士对此十分关注,对森林生态恶化的原因进行了分析,认为自然灾害的频繁发生与森林生态效益的缺失有着内在的联系,甘肃的森林生态问题与黄河、长江中下游历年水灾也有密切的关系,提出了森林保护和植树造林并重的解决策略。这些思想提高了人们对保护和改善森林生态环境、维护生态平衡的重要性的认识,遏制了森林生态系统的进一步恶化,促进了植树造林、水土保持、防风治沙等各项林业事业的开展。
