| 摘 要： | 改革开放以来,随着城乡户籍管理制度的松动,在城乡、区域之间"推拉力量"的作用下,东部沿海地区开始涌现以农民工为主体的庞大外来人口群体,从而造成相当部分地区外来人口数量超过本地户籍人口数量,形成"人口倒挂"现象,特别是出现了一大批"人口倒挂"村,引发了许多社会问题。文章以H市为例,指出此类村庄普遍存在的管理体制机制、公共安全维护、公共资源配置、生活环境优化、公共事务参与等方面的困境。提出对"人口倒挂村"完善信息化管理,实现协同式管理,推进融入式管理,实行"调控式"管理。

| Abstract: | After reform and opening, with the loosening of the household registration management system and the "push-pull" forces between urban and rural areas, a large number of migrant population has emerged.The migrant workers have become the main groups in the eastern coastal area.As a result, in some villages, the number of the migrant population has already exceeded the local household.This trend has caused a special social phenomenon called "population inverted villages", which bring many social problems.Taking H city as an example, the article points out that these population inverted villages generally have difficulties in management system, public security maintenance, public resources allocation, living environment optimization, public affairs participation and so on.It is necessary to perfect the information management, and implement collaborative, integrated and regulatory management. |
