| 摘 要： | 转型时期社会信用缺失已成为市场经济发展的重大障碍,而在其中政府信用问题则是关键所在。本文在对政府信用的内涵特征进行界定的基础上,提出转型期政府信用建设的政治伦理功能:政府信用建设是市场经济发展的重要前提;政府信用建设是维护社会政治秩序的重要保障;政府信用建设是政治文明的重要体现。 |

| Abstract: | Abastract:During the transformation period, the market economy has been hampered seriously by the lack of social credit among which government credit is the crucial factor. Based on the definition of government credit, this paper puts forward the political and ethical function of government credit development in transformation period:government credit development is the important premise in the market economic development;government credit development is the important guarantee in maintaining social political order;government credit development is the important part of political civilization. |
