| 摘 要： | 起源于古希腊、罗马时期的西方法治思想，经过近代的发展，形成了君主立宪和民主共和这两种主要法治制度模式，而其中美国是民主共和制的典型代表。在法治环境下西方国家的法治措施是对德治的一种重要补充，于我国以法治国和以德治国的实施具有重要的参考价值。

| Abstract: | The idea of ruling-by-law in western countries,which was originated in Ancient Greece and Rome,has developed into two legal systems of constitution and democratic republic,with America being the representative of the later.Under legal circumstances,the idea of ruling-by-law is a major supplement to the idea of ruling-by-moral,which is of value for the implement of ruling-by-law and ruling-by moral in our country. |
