高等农业院校国家助学贷款研究——以杨凌示范区为例

ON NATIONAL STUDENT LOANS OF AGRICULTURAL COLLEAGES: AN CASE STUDY OF YANGLING DEMONTSATION ZONE

摘要: 以国家惟一的农业高新产业示范区杨凌为例，研究高等农业院校国家助学贷款问题。指出杨凌区高等农业院校国家助学贷款存在的问题是贷款名额较少，银行恐贷惜贷、学生惜借，贷款政策缺乏灵活性，政策理解不一致，违约率高。产生问题的原因在于：高等农业院校毕业生收入预期低，学校催贷难度大，政府对助学贷款的行政干预及学生信用意识较差。在此基础上提出了相应的政策建议。

Abstract: This paper studies national student loans of agricultural colleges taking Yangling Demonstration Zone, the only national agricultural high-tech industry, as an example. National Student Loan of agricultural colleges have many problems, such as:(1)Loans amount is limited; (2) Banks fear loan, students fear borrow;(3)Lending policies lack flexibility,(4)Related departments coordinate ineffective; (5)Defaults were high. Causes of the problems are the followings: (1) Low incomes expections of higher agricultural college students,(2) School loan services ineffectiveness; (3) Government's administrative intervention; (4) A less credit notion from students. Finally some countermeasures are proposes.
