This paper departs from the assumption that European integration – in addition to the dimensions of political institutions, markets, and European Union (EU) law – also comprises an epistemic dimension. This dimension contains the concepts and meanings that tell us what an integrated Europe “is,” how it works, and how we could evaluate it. Against this background, the paper develops an account to discuss the role of EU studies in the broader process of European integration. Its particular focus is on how EU studies co-produce conceptual discourses and representations of the EU together with EU politics. Moreover, these concepts and representations inform institutions that link those academic communities to the EU and make the development of EU studies a partial dimension of European integration.  相似文献

Today's European Union was founded in a 1950s marked by its member states' involvement in numerous colonial conflicts and with the colonial question firmly entrenched on the European and international agenda. This notwithstanding, there is hardly any scholarly investigations to date that have examined colonialism's bearing on the historical project and process of European integration. In tackling this puzzle, the present article proceeds in two steps. First, it corroborates the claim that European integration not only is related to the history of colonialism but to no little extent determined by it. Second, it introduces a set of factors that explain why the relation between the EU and colonialism has been systematically neglected. Here the article seeks to identify the operations of a colonial epistemology that has facilitated a misrecognition of what postwar European integration was about. As the article argues, this epistemology has enabled colonialism's historical relation to the European integration project to remain undetected and has thus also reproduced within the present EU precisely those colonial or neo-colonial preconceptions that the European partner states, in official discourse and policy, falsely claim that they have abandoned.  相似文献

The intention of this article is to show the way the conceptions and perceptions of (Western) Europe and the European Union (EU) are constructed and articulated by general public opinion as well as by political parties and intellectual circles in Slovenia as a candidate country for the accession into the EU. It is also discussed how the images concerning reference countries and the future position in the integration process are connected with the process of formation of national selfunderstanding and identity. Some elements of so-called Euro-realism which is the common denominator of prevailing European orientation are outlined and explained.  相似文献

EU ideology     
The idea of Europe was radically transformed after the accomplishment of the idea of European unification. The European Union (EU) and Europe at the beginning of the twenty-first century were defined by a broad common ideology that consists of ideologies such as antinationalism, social democracy, pacificism and environmentalism. These ideologies are presented by pro-EU scholars and politicians as ideologies rooted in European history and parts of European identity and as being mostly absent in the American policies. The emergence of EU ideology is traced in the relaunch of European integration in the mid-1980s and in Delors’ conflict with Thatcher. It is argued that the emergence of EU ideology is the result of two long-term historical developments: the deepening and enlargement of European integration; and the changing relations between the USA and Europe. It is concluded that the emergence of EU ideology resembles the emergence of nationalism and national ideologies.  相似文献

This paper aims to describe the overall pattern of flows of international students and to determine the factors that can explain the variation of countries' attractiveness. In a second step, it assesses the position of the European Union as a whole in these flows at the global level. Is the EU strong enough in the global competition to attract the best brains? Besides, it shows how attractiveness factors can vary according to the profile of a sample of European Union member countries. In the third section of the paper, we raise some reflexions on the relations of the EU with its neighbourhood with respect to the flows of international students. In fact, the EU may not be able to maintain its status as a major power if it does not better regulate its relations with neighbour countries, especially in the domain of higher education and students' mobility.  相似文献

“Social Europe” has been constructed following 50 years of EEC and EU policy-making, which has gradually extricated social questions from a pure rationale of economic integration in order to turn it into a lever for European political integration. The theoretical and disciplinary viewpoints are presented that, together, help us better understand the processes at work. Attention is drawn to three of them. First of all, the evolutionary process of building the EU accounts both for the differences between social Europe and national welfare systems, and for an ongoing process of institutional creation through an accumulation of EU legal achievements (acquis). Secondly, the expansion of the EU to twelve new member states lacking robust labor relation systems, along with globalization, represents a challenge for the future of the “European social model”. Finally, social Europe has not yet undergone an assessment. Problems arise owing to the short shrift given by treaties to questions of social legislation or redistribution, but the “Europeanization of national policies” apparently opens a way toward overcoming these obstacles.  相似文献

ABSTRACT

Europe, in the throes of global trends, dissolves and yet re-establishes boundaries, both on its external perimeter and in terms of its internal social and political structures in a process reminiscent of the early period after the industrial revolutions. Once again it poses a fundamental question for social work: is the profession’s mandate limited to containing the effects of this process at the level of its individual victims or can it play a role in shaping European social policies which would deal with structural issues and further the cause of European integration? By examining the spaces created by the EU’s ambiguous initiatives on social issues – in areas like child welfare, poverty or migration – it will be shown that social ‘rescue’ attempts might only serve to legitimate exclusion and to further the decline of social solidarity within European states – and ultimately the disintegration of the European Union itself. The alternative lies in taking a wider political perspective and practising ‘relational citizenship’, giving people rights to belong and to participate.  相似文献

This article discusses why national civil society organisations (CSOs) use or abstain to use the participatory opportunities that the EU has developed in the last years. This is done by analysing the role of French and Spanish civil society groups in the debates on participatory democracy during the drafting and the referendum debates of the European Constitution (2002–2005). The paper departs from existing assessments of the role of national civil society in the Convention and demonstrates that national organisations built on their expertise on certain EU policies, on access to EU-level political actors and on contacts and alliances with other CSOs. It also differs from previous studies in finding that participation does not entail sharing the interpretive frame promoted by the EU. The finding that access opportunities do not fundamentally influence the frames of the organisations is related to their ability to strategically choose to participate in European and national venues. The paper finds that because of their scepticism on the constitution's participatory framing, French organisations preferred a stronger role at the national level, whereas Spanish organisations did not have real incentives to develop a campaign at the national level. While it is expected that dialogue with CSOs can contribute to bridging the gap between the EU and its citizens, this paper finds that the institutional setting provided incentives for national organisations to get involved only in one of the levels rather than to link them.  相似文献

The study of interest groups is still a relatively small field of political science. The process of globalization has brought about the evolution of interest networks from national organizations to regional and transnational networks. This article uses the modes of political participation framework created by Jayasuriya and Rodan, in order to study the created spaces used by public interest networks at an interregional level. The empirical case study relates to Asia-Europe Meeting: the Europe-Asian interregional institution, and the work of public interest networks stemming from the civil society organizations that shadow it in opposing the EU–Association of Southeast Asian Nations (ASEAN) free trade agreement (FTA). We find that the ‘modes of political participation’ model explains quite accurately the political spaces created by civil society in the EU–ASEAN FTA. We extend the framework by adding a fifth space, lobbying, which appears out of isomorphism. This concept represents the adoption by organizations of practices carried by other institutions they interact with. In this case, public interest networks have adopted the practice of directly influencing policy-makers that was the prerogative of private interest groups.  相似文献

This paper is focused on the emergence of the European public sphere debate. This discussion has become more and more prominent between scholars of European Studies who have given it both normative and empirical attention. This is due to a variety of reasons, but in particular the increase in research about the legitimacy of European integration, which has been the subject of a wide debate since at least the beginning of the 1990s. Firstly, the article critically assesses the normative arguments that have supported the development of the European public sphere, by focusing on the social, political and cultural dimensions of European integration. After having assessed this debate and underlined current challenges emerged in light of recent events (such as the euro‐crisis, the rise of euroscepticism and the rise in far right movements), the article then introduces the empirical research on the europeanisation of the public sphere, by looking at the development of an agenda that has more and more concentrated on the fragmentation and fluidity of such construct. This discussion is key to introduce the final part of the article, which focuses on the role of civil society in the broader European constituency and in the public sphere. The article highlights some of the ambiguities inherent to the current research agenda, by calling for a more comprehensive approach to study active citizenship in Europe that departs from a consideration of the NGOs activists as the main locus of analysis.  相似文献

The European Union (EU) is a relevant case to address the dynamics of transnational politics, given the significance of the EU environmental legislation in member states. Infranational, national and supranational/EU decision-making arenas still co-exist, without completely overlapping. This study explores how the multilevel nature of the EU policy-making process is exploited by national environmental movement organisations (EMOs). Diverging from the explanation in terms of political opportunity structure or their resource basis, we examine EMOs that do not automatically adapt to the EU multilevel policy process. The discussion takes up the classic debate between grievances (intentionality) and resources (capacity) hypothesising that both are constructed in EMOs' actions and through their interactions with public authorities, allies and members. Within the analytical framework developed in this study, the organisation is viewed as a factor explaining EU activism by combining an endogenous action approach with classical resource mobilisation concepts. The ensuing longitudinal analysis compares the case of three French EMOs: France-Nature-Environnement, Friends of the Earth-France and Greenpeace-France.  相似文献

The paper is concerned with the problem of “society” and in particular with the notion of “European society”. Rather than reject the possibility of society, it draws on theories of the social as networks. The thesis proposed is that the concept of society should rather be understood as a relational field of interconnections. It is argued that this is highly relevant to the analysis of Europe conceived of in terms of a society. This approach can be seen as an alternative to methodological nationalism. The paper applies a network conception of society to Europe with the emphasis on the nineteenth century. In this account, European society is not something that was produced by European integration. Rather than see European society as a recent development, it is argued that the field of tensions between capitalism and democracy constituted the major elements that shaped a European model of society.  相似文献

Abstract

Over the past number of years there has been considerable focus on the integration of employee assistance and work-life programmes in the United States. A national survey conducted by EAPA, EASNA, and AWLP found there is a trend towards the integration of employee assistance and work-life. Many US providers and multinational companies will seek to extend their EAPs and work-life programmes globally. It is sometimes assumed that the EAPs and work-life models that operate in the US will transfer but this is often not the case. There is a cultural dimension to EAPs and work-life programmes that is often overlooked. The European Union (EU) is involved in the greatest example of integration in recent history and an understanding of the EU and its legal system will assist those providing their services. In the EU, EAPs did not follow the same growth pattern as in the US. Professionals in European countries working with business such as psychologists, social workers, and counsellors did not recognise the need for EAPs as, in their view, programmes to deal with personal problems in the workplace already existed. The concept of work-life is widely known and accepted in many European countries; however, there is little evidence of research specifically on the integration of EAPs and work-life programmes. This article will look at one EU country, Ireland, and outline the history and development of EAPs and work-life and present case studies of Irish companies who have developed work-life programmes.  相似文献

In this article, we contribute to debates on how social networks sustain migrants' entrepreneurial activities. By reporting on 31 interviews with Eastern European migrants in the UK, we provide a critical lens on the tendency to assume that migrants have ready‐made social networks in the host country embedded in co‐ethnic communities. We extend this limited perspective by demonstrating how Eastern European migrants working in the UK transform blat social networks, formulated in the cultural and political contours of Soviet society, in their everyday lived experiences. Our findings highlight not only the monetarization of such networks but also the continuing embedded nature of trust existing within these networks, which cut across transnational spaces. We show how forms of social capital based on Russian language use and legacies of a shared Soviet past, are just as important as the role of ‘co‐ethnics’ and ‘co‐migrants’ in facilitating business development. In doing so, we present a more nuanced understanding of the role that symbolic capital plays in migrant entrepreneurial journeys and its multifaceted nature.  相似文献

The article departs from an overarching research question: How does young people's engagement in different Internet spaces affect the development of their public orientation during adolescence? It analyses longitudinal panel data in order to explore how young people's public orientation develops during a phase in life (13–20) which is critical for political socialization. Data are derived from three waves of data collection among young people who were 13–17 years old at the time for the first data collection. The concept public orientation is measured by three indicators: young people's values, interests and everyday peer talk. These indicators are analysed with reference to respondents' Internet orientations, which we conceptualize as four separate but inter-related spaces (a news space, a space for social interaction, a game space and a creative space). The results primarily emphasize the importance of orientations towards news space and space for social interaction. Overall, the findings strongly suggest that orientations towards these spaces are related to adolescents' public orientation. The findings confirm the centrality of news and information in political socialization, but they also challenge the idea that social media facilities – such as Facebook, Twitter and blogging – enable forms of social interaction and creative production that have an overall positive impact on young people's public orientation.  相似文献

Recognizing that the current conceptualizations of men's and women's undeclared work derive almost entirely from a limited range of small‐scale studies of specific localities, sectors and occupations, this article begins to resolve this dearth of evidence by reporting the findings of an extensive cross‐national survey of undeclared work conducted in 2007 across 27 European Union (EU) nations. The outcome is fresh and extensive EU‐wide evidence that extends existing conceptualizations of the gender differences in terms of participation, sector, contract type and pay. However, the recognition that undeclared work is conducted for closer social relations and sometimes for motives other than financial gain, is shown to apply not only to women, as previously contended, but to men as well and to constitute most of the undeclared work in the EU. The result is a call for a fundamental reconceptualization of the nature of undeclared work that recognizes the heterogeneous work relations involved.  相似文献

This article explores asylum seeker survival strategies and agency in relation to the structural, post‐industrial conditions that have emerged in Hong Kong. The focus is on the livelihoods of asylum seekers within spaces of illegality and social exclusion, how such spaces are formed, and how asylum seekers exploit local conditions to establish profitable networks across borders. The article considers asylum seekers' engagement in income‐generating activities and the importance of legal status in the sectors of the economy in which they most often work: recycling and trading. Far from being a burden to society or opportunistic deviants taking advantage of Hong Kong's economic prosperity, as they are normally depicted in public discourse, asylum seekers are economically productive. They act in economic spaces in which disadvantaged strata of the local resident population organize their means of survival, thereby improving the economic opportunities for locals.  相似文献

This paper is concerned with the remaining limitations to full interoperability within the European Union (EU) air transport market. Twenty years ago the European air transport network was fragmented, with airlines being treated as public entities designed to serve largely national interests. Considerable progress has been made in recent years, notably the three 'Packages' of EU legislation, to remove such barriers. The situation still differs in several ways from the almost totally free market that has been in place in the USA since the 1980s but, within the EU, fares and market entry are independent of national frontiers. Some barriers remain, largely legacy effects that are gradually being tidied up, but with some significant matters concerning routes outside of the EU and capacity constraints relating to the still largely publicly provided infrastructure still needing resolution.  相似文献

The transition from industrial to postindustrial society and from modern to postmodern culture has led to increased interest in authenticity. Such interest is widespread not only among those studying changes in social structure and culture but also among those who adhere to the social psychological tenet that self reflects society, and society, the self. In this article, I specify how issues of authenticity have become a pervasive part of our culture, our institutions, and our individual selves. Building on both Rosenberg and Turner, I conceptualize authenticity in terms of a commitment to self-values. The relevance of this conceptualization is illustrated, first by demonstrating its implications for identity theory and second through its implicit use by others writing about the contemporary experience of being oneself. I conclude with a discussion of how this approach to authenticity may be used by social scientists to better conceptualize self in a way that explicitly incorporates the cultural implications of today's postindustrial society.  相似文献

European social enterprises’ participation in the public procurement process is low, even if the European public procurement law allows using special provisions for these entities. Encouraging the participation of social enterprises in the public procurement process is an important part of the effort to modernize the EU social policy. This paper demonstrates that, despite the great importance of social enterprises for the European economy, strategies on the access of social enterprises to the EU’s public procurement market are less known by the employees of the public contracting authorities in EU Member States.  相似文献
