Strategic management is a managerial story of private sector that has been transferred to the public sector. Many authors have challenged its applicability in public organizations. This paper discusses some important barriers to implementation of strategic management in the public sector empirically. After presenting a conceptual model, we examine several important factors that influence the failure or shortcomings of public sector strategic management. Agencies at all levels of government are facing strong ideological pressures to downsize, devolve, dispense, and empower both employees and recipients of services. These ideological pressures provide many performance advantages, but collectively they threaten historic notions of achieving economy, efficiency, and effectiveness, along with accountability. It has been widely assumed in recent years that advancements in information technology and performance measurement provide adequate replacements for the historic notion that accountability flows up-the-hierarchy to elected officials and the sovereignty. These technologies, however, are not yet able to ensure responsible administration or accountability in many areas of domestic government services. Today's public managers can play leading roles in developing alternative approaches for achieving accountability if they are supported by forward-looking human resources management (HRM) agencies.  相似文献

In the past decade nearly 20 Colorado communities have constructed kayak courses to provide recreational amenities and attract tourists. These projects were followed in some cases by applications for a new form of recreational water rights, which differs dramatically from traditional forms of water rights in Colorado. This paper investigates the role that citizens played in the legal and legislative battles that resulted in this policy change. Findings indicate that citizens demanded the construction of kayak courses across Colorado, to which local officials responded. Citizens generally were indifferent to water rights applications once kayak facilities were constructed, however. Government officials sought the water rights to protect their economic investment and their newfound tourist revenue.

Flood risk management decisions in many countries are based on decision-support frameworks which rely on cost-benefit analyses. Such frameworks are seldom informative about the geographical distribution of risk, raising questions on the fairness of the proposed policies. In the present work, we propose a new decision criterion that accounts for the distribution of risk reduction and apply it to support flood risk management decisions on a transboundary stretch of the Rhine River. Three types of interventions are considered: embankment heightening, making Room for the River, and changing the discharge distribution of the river branches. The analysis involves solving a flood risk management problem according to four alternative formulations, based on different ethical principles. Formulations based on cost optimization lead to very poor performances in some areas for the sake of reducing the overall aggregated costs. Formulations that also include equity criteria have different results depending on how these are defined. When risk reduction is distributed equally, very poor economic performance is achieved. When risk is distributed equally, results are in line with formulations based on cost optimization, while a fairer risk distribution is achieved. Risk reduction measures also differ, with the cost optimization approach strongly favoring the leverage of changing the discharge distribution and the alternative formulations spending more on embankment heightening and Room for the River, to rebalance inequalities in risk levels. The proposed method advances risk-based decision-making by allowing to consider risk distribution aspects and their impacts on the choice of risk reduction measures.  相似文献

The article discusses several hemispheres of human resource management based on a typical case review. The study presents the main problems of the case from both employees and organizations; the issued problems involve compensa- tions and benefits, restructuring, job design, and training. Based on the analysis of the ease, two alternative solutions state that the potential routes for the organizations to avoid serious negative results. The study intreduces a number of recommen- dations that can be used as a reference for other organizations to avoid similar risks.  相似文献

Researchers recommend the use of pictographs in medical risk communication to improve people's risk comprehension and decision making. However, it is not yet clear whether the iconicity used in pictographs to convey risk information influences individuals’ information processing and comprehension. In an eye‐tracking experiment with participants from the general population (N = 188), we examined whether specific types of pictograph icons influence the processing strategy viewers use to extract numerical information. In addition, we examined the effect of iconicity and numeracy on probability estimation, recall, and icon liking. This experiment used a 2 (iconicity: blocks vs. restroom icons) × 2 (scenario: medical vs. nonmedical) between‐subject design. Numeracy had a significant effect on information processing strategy, but we found no effect of iconicity or scenario. Results indicated that both icon types enabled high and low numerates to use their default way of processing and extracting the gist of the message from the pictorial risk communication format: high numerates counted icons, whereas low numerates used large‐area processing. There was no effect of iconicity in the probability estimation. However, people who saw restroom icons had a higher probability of correctly recalling the exact risk level. Iconicity had no effect on icon liking. Although the effects are small, our findings suggest that person‐like restroom icons in pictographs seem to have some advantages for risk communication. Specifically, in nonpersonalized prevention brochures, person‐like restroom icons may maintain reader motivation for processing the risk information.  相似文献

Business processes have become more simultaneous and collaborative in the recent past. In simultaneous processes, multiple parties must adapt to one another in real time as decisions evolve. For example, New Product Development (NPD) requires collaboration in the context of Concurrent Engineering, and Supply Chain Management (SCM) in the context of collaborative planning. In both cases, parties must modify decisions based on preliminary information, information that is not fully precise or stable, about what the other parties are doing. This article develops a generalized model of real‐time decision making based on preliminary information, which applies both to NPD and SCM. The model offers insights into when to commit to a course of action, and we derive seven principles that help in dealing with preliminary information.  相似文献

Riyadh is one of the most gender-segregated cities in the world. However, as gender segregation is less enforced on sidewalks, it provides an optimal case study for a space where women and men may be co-present. Thus, this paper aims to increase the understanding of the relationship between sociocultural norms and spatial programming regarding spatio-temporal inclusion or exclusion in public urban spaces. The results show that women’s use and access to sidewalks are influenced by gender norms, religious values, gendered regulations, and generic spatial programming. For instance, regulations limit the use of outdoor seating to men only, thus sidewalks adjacent to, e.g., cafes function as mono-gender spaces dominated by men. However, young women negotiate spatially bounded gender norms through their presence, behaviour, and dress. Although sidewalks are conceived as men’s space, women account for nearly half of the users, but their use often goes unnoticed as women self-regulate their spatio-temporal and visible presence. The study presents six types of women’s spatio-temporal behaviours with varying degrees of visible and invisible users. Ultimately, this paper argues that planning for inclusive sidewalks cannot be addressed solely through the ‘universal’ characterization of space; it should also be supplemented by context-specific knowledge regarding the socio-spatial needs.  相似文献

Control often weakens autonomy in organizational theories. While many scholars focus on the paradox of control and autonomy, few pay attention to how an organization obtains both control and autonomy. By exploring Zhangjiakou Internal Immigrant Organization, this study finds two mechanisms can contribute to the balanced combination of control and autonomy. First, managers play ambidextrous official-merchant roles, which means superiors take both bureaucratic and autonomous management styles. Second, members have dual organizational goals for both political status and network support. In conclusion, the successful combination is shaped by the subjective interaction between the government, superior managers and subordinate members.  相似文献

The management environment of large-scale agency information technology (IT) projects is used as a framework for examining the notion of clashing grammars as a form of resistance to change within public organizations. Such projects, rooted in new management disciplines from the private sector, are being initiated in broad mimetic fashion by agencies seeking improved performance. The common problems with these projects may be manifestations of resistance to the very management tools developed for their implementation. This resistance may occur inadvertently when new grammars characteristic to modern IT projects clash with more traditional grammars embedded in the culture of public organizations.  相似文献

This study examines whether a firm's ownership form has any influence on its social performance. Conventional wisdom suggests that public (publicly traded) corporations are more susceptible to corruption and socially irresponsible behavior than privately owned corporations because of the intense short‐term profit maximization pressure from shareholders and the lack of sufficient monitoring mechanisms. This study introduces an alternate perspective in thinking about the relationship between ownership form and corporate social responsibility. This study reasons that public corporations are more likely to become socially responsible because of their greater exposure to external influence and greater dependence on external actors with diverse interests. Using a panel data on the pollution management practices of 118 industrial facilities over a 13‐year period, this study shows that public corporations were indeed subject to greater external pressure to reduce pollution, and the pressure led to consistently stronger environmental performance.  相似文献

Conditions that enable successful public participation have received increased attention in research and practice. This paper contributes with an empirical study of the conditions that determine the substantive influence of public participation processes. We explore a list of conditions in a Danish context through a survey of practitioners’ perceptions of practice and through interviews with practitioners. The findings support the growing criticism of the widespread notion that the choice of methods is a fundamental determinant of the success of public participation. An ongoing, important question in the operations strategy literature pertains to tradeoffs: Can manufacturers focus on multiple priorities simultaneously or achieve strength on multiple capabilities without sacrificing performance of another? In this paper, we accumulate, integrate, and examine the wide spectrum of conclusions reached in the literature concerning tradeoffs using modified meta‐analysis methods. Based on two decades of empirical research in operations strategy, we find that the evidence in the literature indicates manufacturers, on average, do not report experiencing tradeoffs among the competitive dimensions of quality, delivery, flexibility, and cost as suggested by the classical tradeoffs model. Our meta‐analysis also reveals that the way variables are operationalized, whether initiatives are implemented, and the unit of analysis are all related to the degree and nature of the evidence a paper contains with respect to the tradeoffs issue. We interpret our meta‐analysis results in the context of the prevailing model of manufacturing strategy and the theory of performance frontiers. We also discuss how the research designs used in this literature, which are predominantly cross‐sectional, affect the nature of the evidence generated and the conclusions that can be drawn. We go on to suggest research designs that more directly assess the tradeoffs issue.  相似文献

This study investigated how situational characteristics typically encountered in the transport system influence drivers’ perceived likelihood of engaging in mobile phone multitasking. The impacts of mobile phone tasks, perceived environmental complexity/risk, and drivers' individual differences were evaluated as relevant individual predictors within the behavioral adaptation framework. An innovative questionnaire, which includes randomized textual and visual scenarios, was administered to collect data from a sample of 447 drivers in South East Queensland‐Australia (66% females; n = 296). The likelihood of engaging in a mobile phone task across various scenarios was modeled by a random parameters ordered probit model. Results indicated that drivers who are female, are frequent users of phones for texting/answering calls, have less favorable attitudes towards safety, and are highly disinhibited were more likely to report stronger intentions of engaging in mobile phone multitasking. However, more years with a valid driving license, self‐efficacy toward self‐regulation in demanding traffic conditions and police enforcement, texting tasks, and demanding traffic conditions were negatively related to self‐reported likelihood of mobile phone multitasking. The unobserved heterogeneity warned of riskier groups among female drivers and participants who need a lot of convincing to believe that multitasking while driving is dangerous. This research concludes that behavioral adaptation theory is a robust framework explaining self‐regulation of distracted drivers.  相似文献

This paper proposes a structural nonequilibrium model of initial responses to incomplete‐information games based on “level‐k” thinking, which describes behavior in many experiments with complete‐information games. We derive the model's implications in first‐ and second‐price auctions with general information structures, compare them to equilibrium and Eyster and Rabin's (2005) “cursed equilibrium,” and evaluate the model's potential to explain nonequilibrium bidding in auction experiments. The level‐k model generalizes many insights from equilibrium auction theory. It allows a unified explanation of the winner's curse in common‐value auctions and overbidding in those independent‐private‐value auctions without the uniform value distributions used in most experiments.  相似文献
