This article reports on results of a one-day public health survey conducted in six states by homeless youth providers to measure and compare risk factors between lesbian, gay, and bisexual (LGB) homeless youth and non-LGB homeless youth. This article intends to inform the child welfare field on existing gaps in services and areas where more training and technical support is necessary in providing services to homeless LGB youth. The findings point to substantial differences within the homeless youth sample and demonstrate that in addition to the public health risks young people face merely by being homeless, the risks are exacerbated for those who self-identify as lesbian, gay, or bisexual. The article informs child welfare providers and policymakers about the substantial vulnerability of LGB youth beyond that of non-LGB homeless youth and the need to fund programming, training, technical assistance and further research to specifically respond to the complex needs of this population.  相似文献

Foster care and adoption by gay men and lesbians is not a new phenomenon. Children and youth have always been placed by states and public agencies in homes with gay and lesbian parents. Some gay men and lesbians have fostered or adopted children independently from private agencies or have made private adoption arrangements with individual birthmothers, while others have fostered or adopted through the public system. Drawing on research literature, practice wisdom from 31 years of child welfare experiences, and case examples, this article offers child welfare professionals guidelines for competent assessment with prospective foster or adoptive parents who identify as lesbian or gay.  相似文献

ABSTRACT

This article presents findings from a qualitative study on the perspectives of youth who were adopted from the United States foster care system by lesbian and gay parents and includes focus group data from adopted persons and survey data from adoptive parents. This study fills a unique gap in the literature by hearing directly from the youth through focus groups. Findings indicated that children use a variety of strategies for sharing or not sharing that their parents are gay or lesbian and that many experience bullying and teasing that may be different than experienced by other children. The children adopted by lesbian and gay parents often perceive themselves as being more accepting of others, having more understanding of people, and being more compassionate toward people than those not raised by lesbian or gay parents. Suggestions are provided for training of adoption professionals and prospective families about the challenges and benefits for youth adopted by lesbian and gay parents.  相似文献

SUMMARY

Analogous to the child welfare delivery system deficits that have been documented for people of color communities, the problems encountered by gay and lesbian adolescents and their families are frequently ignored and largely unrecognized by the majority of child welfare professionals. An understanding of the impact of societal stigmatization of gay and lesbian individuals and their families is crucial to the recognition of, and response to, the needs of this population. This paper posits that the development of competence in this area holds promise for preserving and supporting families and for the establishment of appropriate gay/lesbian-affirming child welfare services for these young people and their families.  相似文献

A study was conducted with 45 self-identified gay, lesbian, bisexual, transgendered, and questioning (GLBTQ) youth and agency staff at the two known gay-affirming child welfare agencies in the United States: Green Chimneys GLBTQ Programs in New York City and Gay and Lesbian Social Services in Los Angeles, California. The study examined the question, "What are the challenges presented in ensuring permanency, safety, and well-being for gay and lesbian youth in a gay-affirming child welfare environment?" Guided by the framework outlined in the Child and Family Services Reviews National Standards, which support better outcomes for children and youth, the investigators sought to explore the challenges of ensuring permanency, safety, and well-being for this population, as these challenges were identified by the agency staff and youth who live and work in either of these two gay-affirming programs.  相似文献

Abstract

This article presents research findings pursuant to the problems and needs of lesbian and gay male employees, as perceived from a randomly selected national sample of employee assistance professionals. The research was based on a conceptual model for framing workplace interventions addressing issues of protection, inclusion and equity (PIE) for gay/lesbian employees. Findings indicate that heterosexual employees greatly underestimate the level of discrimination sexual minorities experience; women respondents were more sensitive to gay/ lesbian workplace issues than men; existing EAP and human resource services, programs and policies inadequately address gay/lesbian needs; significant differences exist between heterosexual and gay/lesbian employees' on perceptions of diversity training content and gay/lesbian EAP professionals feel the workplace is only somewhat “safe” for them as sexual minority employees.  相似文献

Summary

Utilizing the narratives of 54 youths and 88 child welfare professionals, this article explores the experiences and lives of gay and lesbian youths in child welfare agencies in three cities—New York, Los Angeles, and Toronto—who have been subject to verbal harassment and physical violence within those systems. The author additionally explores the multiple layers of verbal harassment and violence in both the youths' families and in the foster care system, offering recommendations to social work practitioners interested in creating gay and lesbian affirming environments.  相似文献

This article describes the Model Standards Project (MSP), a collaboration of Legal Services for Children and the National Center for Lesbian Rights. The MSP developed a set of model professional standards governing the care of lesbian, gay, bisexual and transgender (LGBT) youth in out-of-home care. This article provides an overview of the experiences of LGBT youth in state custody, drawing from existing research, as well as the actual experiences of youth who participated in the project or spoke with project staff. It will describe existing professional standards applicable to child welfare and juvenile justice systems, and the need for standards specifically focused on serving LGBT youth. The article concludes with recommendations for implementation of the standards in local jurisdictions.  相似文献

Legal constraints on minors can be especially problematic for lesbian and gay youth, who frequently lack support from their families and from school authorities, and whose circumstances are often misunderstood or disregarded by authorizes throughout the juvenile system. Legal mechanisms exist or can e crafted to meet the needs of lesbian and gay youth who have been rejected by their families of origin. School welfare and juvenile justice administrators must become sensitive to personal, economic, and societal pressures faced by lesbian and gay youth, and must tailor bureaucratic responses to the youthÆs particular needs. Finally, it is imperative that adults in the lesbian and gay communities take responsibility for protecting the interest of younger members of the community.  相似文献

This article brings together two significant efforts in the child welfare field: achieving permanence for youth in out-of-home care and meeting the needs of lesbian, gay, bisexual, transgender and questioning (LGBTQ) youth. During the past several years, a national movement has taken place to assure all children and youth have a permanent family connection before leaving the child welfare system; however, LGBTQ youth are not routinely included in the permanency discussions. At the same time, efforts in addressing the needs of LGBTQ youth have increased, but permanency is rarely mentioned as a need. This article offers models of permanence and practices to facilitate permanence with LGBTQ youth and their families. It also offers a youth-driven, individualized process, using youth development principles to achieve relational, physical, and legal permanence. Reunification efforts are discussed, including services, supports, and education required for youth to return to their family of origin. For those who cannot return home, other family resources are explored. The article also discusses cultural issues as they affect permanence for LGBTQ youth, and, finally, addresses the need for ongoing support services to sustain and support permanency.  相似文献

Some studies suggest lesbian, gay, and bisexual (LGB) teens are at higher risk than peers for violence at home, in school, and in the community. That can bring them into the child welfare system or services for runaway and homeless teens. This study compared self-reported experiences of sexual and physical abuse based on sexual orientation and gender in seven population-based surveys of youth. The authors used c2 and age-adjusted odds of abuse to compare bisexual to heterosexual, mostly heterosexual, and gay and lesbian students. They also provide case studies to illustrate the experiences of such youth.  相似文献

This paper argues that homosexual emergence in adolescence must be viewed from a developmentally non-pejorative perspective. In attempting to respond to the special stresses in adolescents who are developing gay or lesbian identities, helping professionals need to develop a familiarity with the unique developmental tasks of gay and lesbian youth, as well as the sexual identity formation literature generally. A review of developmental issues for gay and lesbian youth leads to some thoughts regarding the development of services.To the doctor, you were sick; to the lawyer, you were a criminal; to the minister, you were wicked.This paper is one of several reviews and research reports produced is part of the Sexual Orientation and Youth Project, a project examining the issues regarding service delivery to gay youth. Youth in state custody, regardless of their sexual orientation or gender identity, have federal and state constitutional and statutory rights. These rights guarantee a young person safety in their placement as well as freedom from deprivation of their liberty interest. Many lesbian, gay, bisexual, and transgender (LGBT) youth have these rights violated on a regular basis. Many cases in both the child welfare and juvenile justice contexts have resulted in extensive and time-consuming consent decrees as well as sizable damages awards. Knowledge of a youth's legal rights can help providers avoid legal liability while creating a safer and healthier environment for LGBT youth. This article provides a general overview of the successful federal legal claims that youth in the child welfare and juvenile justice systems have made, discussion of the rights generated as a result, particle application of these rights to the experiences of LGBT youth with hypothetical scenarios, a focus on specific rights that emanate from certain state laws, and a focus on specific concerns of transgender youth.  相似文献

This exploratory study examined the training background and self-reported level of knowledge of a group of professionals on specific topics in child sexual abuse. The results show that while the vast majority of those working with adult victims, female victims, and incest victims have received training, many professionals working in the area of child sexual abuse treatment have not had training on topics directly related to their work. It was found that fewer than 40% of those working with female offenders, victims and offenders who are gay or lesbian, victims and offenders who have developmental disabilities, or in cases where cultural issues are relevant, have had training in working with these types of cases. Those professionals who had received training reported feeling more knowledgeable on these topics than did those without training. It is recommended that graduate degree programs and continuing education programs examine their offerings in the area of child sexual abuse.  相似文献

Foster parents have increasingly assumed new and challenging roles during the past decade. Meeting the developmental, attachment, and grieving needs of children and youth in out of home care is challenging by itself, but can become even more difficult with the issues that arise when the child is lesbian, gay, bisexual, transgender, or questioning (LGBTQ). Preservice and in-service foster parent training programs can strengthen shared parenting skills by focusing on the universal critical issues of safety, well being, and permanence for children and youth in foster care. This article will focus on these skill areas: (1) sharing parenting to promote healthy growth and development of LGBTQ youth in foster care, (2) threats to safety of LGBTQ youth in foster care, and (3) general challenges and strategies for preparing foster parents of LGBTQ youth to build support systems.  相似文献

Like family relationships themselves, the history and treatment of lesbian and gay people and their families is complicated. For this paper, three waves of research on the families of gay and lesbian individuals are described. During the first wave, gay and lesbian sexual orientation was seen as a disease and family dynamics were blamed for its genesis. Subsequently in the second wave it was believed that, fearing rejection many gay and lesbian people either distanced or were rejected from their own families and established friendship networks that have been described as families of choice. More recently, in the third wave, the family has been identified as a resource for lesbian and gay youth whereby open relationships with parents can help protect them from mental illness, substance abuse, and HIV risk. Furthermore, an increasing number of same-sex couples are choosing to become parents, overcoming biological and social obstacles. In this article these shifting views of the role of family in the lives of lesbian and gay people will be described along with case material that illustrates the historic influences, current developments and future directions of family treatment for this population. To be maximally effective with gay and lesbian people and their families, clinical social workers and other mental health professionals must understand how family therapy has been influenced by a progression of ideas that continue to evolve. In this paper, research examining the role of the family in the lives of lesbian and gay people will be described in three waves; as a source of blame, to an impediment to gay and lesbian happiness and ultimately a resource that can enhance lesbian and gay well-being. The influences of research on family therapy with this population will be described and case examples will demonstrate how to harness the strengths of family relationships identified in the most recent wave.  相似文献

This article discusses a mentoring model as a resource for lesbian and gay adolescents in foster care. Interview data collected in a national study of foster adolescent mentoring programs led to the identification of elements of succesful programs. The authors apply these elements to the design of a model mentoring program for lesbian and gay adolescents. Such a model program would help to alleviate problems that are related to isolation, stigmatization, and lack of positive lesbian and gay role models. Selected lesbian and gay youth vignettes are described and implications drawn for program development.  相似文献

Research indicates that gay, lesbian, bisexual, transgender, and questioning (GLBTQ) teens in the care of a northeastern child welfare department do not receive adequate services due to the workers' homophobic attitudes. These teens are at high risk for alcohol and drug abuse, homelessness, prostitution, and suicide. A training module was developed for administrators. Child welfare professionals and foster parents increasingly suggest the importance of establishing clear and consistent policies and procedures to address the sexual and reproductive health of youth in foster care. The present study examines the content and context of such policies across 18 California counties through a search of publically available county policy documents, and surveys and expert interviews with child welfare professionals (N = 22). A policy framework for agenda setting and policymaking was used to guide the data collection and analysis process. Child welfare professionals were aware of multiple sources of information, support and services for foster youths' sexual and reproductive health, though few practiced in counties with formal policies that outline the resources and support that youth should receive. Participants demonstrated widespread recognition that issues of youth sexual and reproductive health were significant; posing challenges to youth, foster parents and child welfare staff. Identified policy solutions included: 1) training for social workers and foster parents; 2) collaborative partnerships with public health nurses and community providers; 3) data tracking and monitoring of outcomes to assess youth needs and evaluate the impact of programs and policies; and 4) involvement by advocacy organizations in defining problems and advocating for improved services and support for youth in care. Social workers largely perceived that support from child welfare administrators and policy leaders is necessary to prioritize this issue and initiate policy formation. Additional research is needed to further examine the impact of policy mandates on social workers, foster parents and youth in foster care.  相似文献
