Canada and the USA share a common cultural source in the British Empire, yet within shared democratic traditions, very different political structures, policy processes, and values have been identified. Canada is seen as having a more deferential culture more supportive of government while Americans have been argued to be more individualistic and cynical about the role of government in society. Using a political culture framework, this study examines the degree to which Canadian and U.S. civil servants perceive societal respect for their public sector jobs, and the impact of those perceptions on individual job satisfaction. It is argued that if civil servants feel more valued by society, they are more likely to have higher levels of public service motivation, which then contributes to higher levels of individual job satisfaction. This study employs surveys of Oregon, Washington and British Columbian civil servants conducted in 2011 and 2012 to investigate this relationship. Findings suggest that British Columbian civil servants feel more valued by society when compared to Oregon and Washington civil servants, and these perceptions of positive societal support are associated with higher levels of individual job satisfaction.  相似文献

Over the years, many decisions concerning the rights to water resources have been addressed in state legislatures and federal courts; however, the majority of decisions concerning the conflicting demands over water have been addressed in state courts. This study examines the body of water rights cases heard in state supreme courts of the eleven Western states and focus on litigant participation and success. The data set includes all the water rights cases decided between 1972 and 2008 in the eleven western state high courts (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming). The study explores the propensity of different types of litigants to initiate water rights cases at the state supreme court level, and also examines litigation patterns to determine which litigants are the targets of these appeals. Galanter's (1974) party capability theory is used to help explain patterns of litigant success.  相似文献

Objective. Only a select set of states still do not require mandatory public disclosure of real estate sales prices. In this article we examine the possible public‐sector consequences of failing to make real estate sales prices publicly accessible. Methods. We propose a set of possible public‐sector consequences of sales price nondisclosure (property tax assessment inequities, tax revenue leakages, administrative inefficiencies, and related ancillary effects). We identify examples, provide limited empirical evidence (simple regressions and distributional analyses) on the restricted data available, and discuss the relevant legal considerations at a variety of administrative and geographic scales. Results. The limited statistical results and examples provide evidence of possible inequities in effective tax rates and tax revenue leakages that may be connected to sale price nondisclosure. Conclusions. We argue that there is a strong prima facie case for legitimate public concerns attached to real estate sales price nondisclosure.  相似文献

Objective . Public opinion on education has not been extensively studied, despite the important political dimensions of conflicts over education policies. This article seeks to understand the dynamics of public opposition to equal educational opportunity in the wake of state supreme court decisions mandating school finance reform. Methods . Exploring state level polls from Connecticut and New Jersey, the article analyzes attitudes toward equal educational opportunity through logistic and ordinary-least-squares regression. Results . Situating attitudes toward school funding within the contexts of attitudes toward educational equality, taxes, and school performance, this analysis finds support for both self-interest and symbolic opposition to equalization, but it also finds that localism has a strong and independent effect on respondents' views concerning the desirability of equal funding in schools. Conclusions . Despite respondents' strong support for the principle of funding schools equally, their support is significantly eroded if they perceive that equality threatens or diminishes local control of schools.  相似文献

In the UK early withdrawal from the labour market is seen as a risk and a cost, worsening the dependency ratio, raising public and private pension costs and threatening additional welfare expenditure over the longer term. Explanations of the retirement process have focused on the welfare state and the impact of pensions and other social security policies. This paper argues that a missing actor in these accounts is the employing organization. Early retirement in the UK has been predominantly driven by the labour requirements of employers rather than state policies to encourage older workers to take early retirement. There is a case for arguing that significant change in retirement behaviour in the UK will come primarily from the modification of employers’ policies. This research is a case study of three employers: one public‐sector and two commercial. It examines the dynamics of the retirement decision. This paper reports the public‐sector case. The findings indicate that employers, in order to reduce their pensions liabilities and stem the cost of early retirement, are trying to regain control of the retirement process. The employees interviewed felt they experienced little choice concerning their retirement, had limited knowledge of the options open to them and found pensions complicated and confusing.  相似文献

This article describes, discusses and presents information about tax expenditure and its relation to social policy. It stresses that the hidden welfare state strongly influences social policy and that only looking at the direct provision of welfare goods may be misleading when making comparisons between countries. The article presents new figures on tax expenditure in relation to social policy and does so in a comparative perspective. It is argued that tax expenditure seems to have an upside down effect, but further research is needed to substantiate this. It concludes that tax expenditure strongly influences the provision, financing and delivery of social policy, and tax expenditure therefore has to be more fully integrated into the analysis of the welfare state.  相似文献

Despite more than 30 years of public health programs to reduce tobacco use, smoking is still the leading preventable cause of death in the United States. In response to this continuing epidemic, voters in California (1988), Massachusetts (1992), Arizona (1994), and Oregon (1996) approved ballot initiatives that established statewide tobacco control programs funded by cigarette excise tax revenues. Evaluating these innovative public health interventions is important, both to improve existing programs and to guide other states in developing and implementing similar interventions. In this paper we describe the methods being used to evaluate the statewide anti-tobacco campaigns in California and Massachusetts, and review the findings of process and outcome evaluations of both programs.
Our review suggests that both programs have had a substantial impact on the public's health by reducing cigarette consumption and stimulating the development of policies to reduce environmental tobacco smoke exposure. However, it does not appear that either program has reduced smoking initiation among adolescents. Our evaluation suggests three problems in program implementation that future anti-tobacco campaigns must avoid in order to produce long-term, sustained effects: (1) the gradual erosion of program funding by the state legislatures and governors; (2) the lack of a consistent, supportive constituency within state government; and (3) inconsistency in campaign themes, messages, and programs. We conclude by offering recommendations to correct these problems so that statewide cigarette-tax-funded anti-tobacco campaigns can realize their potential to become one of the most effective public health interventions available.  相似文献

Previous research and theory on state general sales tax policy provide the major factors and components of the sales tax base that affect revenue reliance and tax burden. However, previous research on general sales tax policy has concentrated on individual factors and components of the sales tax base without considering the interdependent and interrelated causes of revenue reliance and tax burden. In addition, regression-based analyses are limited in analyzing the causal conjunctures that affect revenue reliance and tax burden. Thus, this research focused on a complementary approach to the effects of causes and the causes of effects, thereby empirically examining the combined causes of revenue reliance and tax burden through a (fs) QCA analysis of U.S. state data spanning from 2007 to 2010. This study reveals that the combined causes of revenue reliance and tax burden vary as ideal types compared with the effects of real types observed in the panel data analysis. This study contributes to the current literature by examining interrelated and interdependent causal relationships with regard to revenue reliance and tax burden in a complementary manner. State governments must consider the combined effects of causal conjunctures that affect revenue reliance and tax burden.  相似文献

Foreign assistance constitutes a significant share of government revenue in many low‐ and middle‐income economies and is targeted at poverty reduction and the promotion of social and economic well‐being. This study therefore examines fiscal responses by Latin American welfare states to the inflow of such aid. As a form of external non‐tax revenue, aid can function as a substitution for public welfare expenditure, with a crowding out effect being the likely outcome. This article investigates whether overall aid and aid that is particularly targeted at the social sector substitutes public welfare provision and, if so, whether it also substitutes its function. A time‐series cross‐section analysis of 19 Latin American countries for the period 1980–2008 provides limited support for the assumption that foreign aid payments influence the welfare budget. It is only the health care sector in middle‐income countries which experiences a small decrease in expenditures. Social security and education expenditures are not affected.  相似文献

Though majorities of Americans express support for redistributive tax policies as a cure for income inequality in the United States, this general support tends to dissipate when the public evaluates their support for specific proposals. The dominant explanations emphasize elite behavior and the disconnect between American values and political representation. An alternative view is that this counter-intuitive finding is entirely consistent with individual values. Some people place higher priority on policy processes than policy outcomes. This paper demonstrates that conservatives think about redistributive tax policy differently than liberals. Conservative support (opposition) for redistributive taxes is based on evaluations of the fairness of processes of government that lead to economic inequality. When conservatives believe that these processes are not fair, they are very supportive of wealth redistribution as a cure for economic inequality, whereas liberal support for wealth redistribution is more outcome-dependent.  相似文献

This article explores the utility of using editorials as measures of ideology and as a mechanism for linking ideology with public policy formulation. It relates editorial positions taken by the New York Times, Washington Post, Wall Street Journal, and National Review to Americans for Democratic Action (ADA) scores on domestic policy, highlighting the advantages inherent in the use of editorials. Although much is known about the incidence of unemployment in Australia over the recent past, the causes of unemployment remain controversial. Various explanations have been advanced, some of which focus on the unemployment benefits system. The present study examines the problem of high effective marginal tax rates faced by young social security recipients wishing to engage in part-time employment, and the resultant emergence of so-called ‘poverty traps’. We examine budget constraints for unemployed eighteen year olds, both singles and couples, for part-time employment in four low income occupations; namely, brickie's labourer, public service clerk, stationhand and sales assistant. The results indicate that pervasive disincentive effects exist for young people seeking low wage employment.  相似文献

The welfare state regulates social policies and reallocates scarce resources. For the social legitimacy of the welfare state, it is important that the public supports the principles underlying this reallocation. This article examines the impact of different activities during the life course on public deservingness perceptions of older unemployed people. In a factorial survey experiment conducted among a random sample of individuals drawn from German administrative employment records, we examine the maximum duration of benefit receipt which is perceived as fair for older unemployed persons with different biographies. The results indicate strong public support for a nexus between previous contributions and benefit entitlements. Besides financial contributions to unemployment insurance, parenting and further training are considered to be ‘lifetime achievements’ which justify longer unemployment benefit receipt. We interpret these findings as an expression of a generalised form of reciprocity which guides perceptions of deservingness regarding older unemployed persons.  相似文献

Employment‐based pension plans constitute the main form of pension provision in Latin America. Although recent pension reform in the region has focused on strengthening these, old‐age poverty remains high in most countries in the region, with older people over‐represented among the poor. The article argues that ensuring old‐age support for poor and vulnerable groups involves a different set of priorities and options for pension reform, namely a strong focus on tax‐financed public cash transfer programmes. Cash transfer programmes focused on poor older people are the missing piece of pension reform in the region. The article examines the experience of the handful of countries with such programmes in place, and draws the lessons for the future of social policy in the region.  相似文献

本文利用CGSS2006数据库,对政府转型下的宏观税负、民生财政支出和地区收入差距等与个人主观幸福感的关系进行实证检验后发现:(1)宏观税负对居民主观幸福感有显著负影响;(2)总体而言,政府公共支出增进了居民的主观幸福感;(3)从公共支出结构看,地方政府基建投资对于城镇居民的主观幸福感有显著负效应,政府用于科教文卫和社会保障的支出对居民的主观幸福感有显著正效应;(4)科教文卫支出与社会保障支出对市民与外来人员幸福感的影响存在显著差异。  相似文献

Objective . A growing body of literature on issue framing has demonstrated the conditional influence of issue frames on self–reported opinion. The effects of frames are conditioned by message content, the medium of communication, and the predispositions of respondents. However, the literature has yet to explore the influence of issue frames on respondents' perceptions of public opinion. We draw from the psychological literatures on cognitive accessibility biases and impersonal impact and construct competing hypotheses concerning the likelihood of issue frames affecting perceptions of opinion. Methods . We test hypotheses using data from an experimental field study that exposed respondents to opposing issue frames on two important issues—reforming Social Security and physician–assisted suicide. Results . Our results largely support the impersonal impact hypothesis. Conclusions . We find that available information from issue frames influences personal–level opinion but in general does not affect perceptions of public opinion. We discuss the implications of these findings and suggest avenues for future research.  相似文献

This study analyzes the resources and strategies of public interest groups and industry representatives involved in federal forest policy in the state of Oregon during the early 1990s. While many studies have examined the role of interest groups in the policy process, few have compared empirically the resources available and strategies pursued by industry representatives and public interest groups in a particular policy domain. Utilizing survey data from 133 business representatives and 326 public interest groups involved in federal forest policy, the study argues that public interest group influence derives primarily from the ability to mobilize human resources; the financial resources of these groups tend to be modest. Industry and industry-supported groups, in contrast, possess considerable financial power while enjoying less support from the public. Consequently, industry interests tend to focus their efforts on more traditional forms of influence such as the persistent lobbying of natural resource agencies and elected officials. Public interest groups, in contrast, tend to devote considerable efforts to building public support in urban core areas to build the capacity to pressure governmental decision-makers.  相似文献

Abstract

The article examines public perceptions of capitation payment system and the implications for health-seeking behavior in rural and urban Ghana. Drawing on qualitative approach, the study employed focus groups (n?=?20), in-depth (n?=?20), and key informant (n?=?14) interviews with community-based adult men and women, aged 18–65?years in Ashanti Region. Tape recorded interviews were transcribed and analyzed thematically. Results indicated that majority of respondents have heard about the capitation but only a small proportion of them understood what the whole policy entails and the rationale for its introduction. While general dissatisfaction with and negative perceptions of the capitation still persisted among majority of the study population, this did not translate into nonuse of health services. For subscribers to derive optimal benefits from the capitation, political commitment in continuing public education using the most accessible media modulation is key. More importantly, public and private healthcare providers should increase investments in improving healthcare delivery system. Future studies should employ quantitative approaches with region-wide sample in order to confirm the relationships between capitation enrollment and health-seeking behavior.  相似文献
