Emerging technologies are defined by their novelty and thus are accompanied by significant uncertainty in determining appropriate ways to manage risks associated with them. Yet, there is a body of prior knowledge about risk management and oversight policy for other technologies that have already permeated society. Here, we describe two ways in which prospective oversight policy analysis for emerging technologies can draw upon these past experiences. One involves comparing specific products that have already been marketed to similar products of the emerging technology (cognate‐product approach). The other treats the emerging technology as a body of products and methods and relates it to another technological field that has already emerged and penetrated markets (whole‐technology approach). In this article, we describe our work using these approaches to inform risk and oversight policy for nanotechnology and its products. We draw parallels between biotechnology and nanotechnology as whole fields of development and also between genetically engineered organisms in the food supply and agricultural products of nanotechnology. Through these comparisons, we find that both approaches to historical learning have value and present lessons that could be applied to nanotechnology.  相似文献

Technology‐led innovation represents an important driver of European economic and industrial competitiveness and offers solutions to societal challenges. In order to facilitate responsible innovation and public acceptance, a need exists to identify and implement oversight approaches focused on the effective risk governance of emerging technologies. This article describes a foresight study on the governance of new technologies, using nanotechnology as a case example. Following a mapping of the governance landscape, four plausible foresight scenarios were developed, capturing critical uncertainties for nanotechnology governance. Key governance elements were then stress tested within these scenarios to see how well they might perform in a range of possible futures and to inform identification of the strengths, weaknesses, opportunities, and threats for nanotechnology governance in Europe. Based on the study outcomes, recommendations are proposed regarding the development of governance associated with the responsible development of new technologies.  相似文献

This paper demonstrates that the context within which performance measurement is used is changing. The key questions posed are: Is performance measurement ready for the emerging context? What are the gaps in our knowledge? and Which lines of enquiry do we need to pursue? A literature synthesis conducted by a team of multidisciplinary researchers charts the evolution of the performance‐measurement literature and identifies that the literature largely follows the emerging business and global trends. The ensuing discussion introduces the currently emerging and predicted future trends and explores how current knowledge on performance measurement may deal with the emerging context. This results in identification of specific challenges for performance measurement within a holistic systems‐based framework. The principle limitation of the paper is that it covers a broad literature base without in‐depth analysis of a particular aspect of performance measurement. However, this weakness is also the strength of the paper. What is perhaps most significant is that there is a need for rethinking how we research the field of performance measurement by taking a holistic systems‐based approach, recognizing the integrated and concurrent nature of challenges that the practitioners, and consequently the field, face.  相似文献

This paper provides a synthesis of the literature on the costs incurred by organizations that develop, adopt and use inter‐organizational process innovations in supply networks. A review of the literature in this area suggests that innovation costs influence the pattern of adoption. There is, however, a lack of consensus about what these innovation costs entail. Based on a review of innovation literature in the area of information systems, this paper develops an integrative framework of inter‐organizational process innovation costs. The framework identifies six broad categories of costs (both tangible and intangible) that map onto different stages of organizational innovation: development and initiation costs associated with the generation of an innovation; switching costs and the cost of capital associated with the acceptance stage; and implementation and relational costs associated with implementation. The framework serves not only to organize the existing literature but also to provide the impetus for future research into the role that different categories of costs play in shaping inter‐organizational process innovation in supply networks.  相似文献

Although nanotechnology is broadly receiving attention in public and academic circles, oversight issues associated with applications for agriculture and food remain largely unexplored. Agrifood nanotechnology is at a critical stage in which informed analysis can help shape funding priorities, risk assessment, and oversight activities. This analysis is designed to help society and policymakers anticipate and prepare for challenges posed by complicated, convergent applications of agrifood nanotechnology. The goal is to identify data, risk assessment, regulatory policy, and engagement needs for overseeing these products so they can be addressed prior to market entry. Our approach, termed upstream oversight assessment (UOA), has potential as a key element of anticipatory governance. It relies on distinct case studies of proposed applications of agrifood nanotechnology to highlight areas that need study and attention. As a tool for preparation, UOA anticipates the types and features of emerging applications; their endpoints of use in society; the extent to which users, workers, ecosystems, or consumers will be exposed; the nature of the material and its safety; whether and where the technologies might fit into current regulatory system(s); the strengths and weaknesses of the system(s) in light of these novel applications; and the possible social concerns related to oversight for them.  相似文献

Understanding the decision‐making factors associated with public transportation is essential in strategic development of public transportation to improve acceptance and utilization of mass transit systems. This research analyzes factors affecting attitudes toward public transportation and the choice of transportation mode by investigating the public transportation decision‐making process of working professionals using a survey methodology. The objectives of this research are to model the transportation decision‐making process of public transportation users in a metropolitan area and to determine key factors that affect the public transportation choices made by potential public transportation users. This study contributes to the literature by developing and testing an integrated theoretical framework for modeling an individual's public transportation decision‐making process using four independent variables: Perceived Public Transportation Security, Knowledge, Price, and Convenience. We develop the proposed theoretical framework based upon the extant literature and tested it using partial least squares structural equation modeling (PLS‐SEM). Based on the Theory of Reasoned Action, the Theory of Planned Behavior, and utility theory, we develop the factors and refine associated items using confirmatory factor analysis.  相似文献

We develop and apply a judgment‐based approach to selecting robust alternatives, which are defined here as reasonably likely to achieve objectives, over a range of uncertainties. The intent is to develop an approach that is more practical in terms of data and analysis requirements than current approaches, informed by the literature and experience with probability elicitation and judgmental forecasting. The context involves decisions about managing forest lands that have been severely affected by mountain pine beetles in British Columbia, a pest infestation that is climate‐exacerbated. A forest management decision was developed as the basis for the context, objectives, and alternatives for land management actions, to frame and condition the judgments. A wide range of climate forecasts, taken to represent the 10–90% levels on cumulative distributions for future climate, were developed to condition judgments. An elicitation instrument was developed, tested, and revised to serve as the basis for eliciting probabilistic three‐point distributions regarding the performance of selected alternatives, over a set of relevant objectives, in the short and long term. The elicitations were conducted in a workshop comprising 14 regional forest management specialists. We employed the concept of stochastic dominance to help identify robust alternatives. We used extensive sensitivity analysis to explore the patterns in the judgments, and also considered the preferred alternatives for each individual expert. The results show that two alternatives that are more flexible than the current policies are judged more likely to perform better than the current alternatives on average in terms of stochastic dominance. The results suggest judgmental approaches to robust decision making deserve greater attention and testing.  相似文献

Scholarly interest in job search has grown significantly over the years and can be located in diverse research streams: namely, economics, sociology and industrial/organizational psychology. This paper reviews these bodies of literature and makes a case for integration by proposing a multidisciplinary approach to understanding job‐seeking behaviors. To this end, the paper categorizes the respective literatures on the basis of common themes located in a conceptual multidisciplinary model of job search behaviors and outcomes. This model provides a more focused understanding of the job search literature and how it has developed in the related disciplines. Based on the review and conceptual model presented, the paper draws attention to several key areas for future research to advance the field further.  相似文献

We extend the knowledge‐based view by providing an explanation of how firms develop the capability to create knowledge. We take the view that firms are distributed knowledge systems composed of individuals who embody knowledge, and theoretically identify and empirically test the existence and effectiveness of two strategies – organization and project team – that promote their interactions to develop this capability. On the one hand, building on what we call the organization‐level innovation literature, we identify the organization strategy, which suggests investment in organization‐level integrative management practices to facilitate interactions to create knowledge among individuals situated in different parts of the system, independently of when a knowledge‐creation task is established and individuals are organized to create knowledge. On the other hand, building on what we call the team‐level innovation literature, we identify the project team strategy, which suggests investment in project team‐level integrative management practices to facilitate interactions to create knowledge among individuals once a knowledge‐creation task is defined and individuals are placed into teams to create knowledge. The two strategies are substitute approaches for the development of the capability, although the organization strategy appears to better predict outcomes of the capability. However, this approach might be more costly, so not all managers will choose to follow it.  相似文献

Abstract. Research aiming to understand the impact of public and private pension plans on individual decision making has been hampered by a dearth of empirical evidence on benefit expectations. We review the occasional national surveys that have sought to measure pension‐benefit expectations and describe our recent efforts to improve the measurement of US Social Security benefit expectations by elicitation of probabilistic expectations about well‐defined outcomes. We document striking uncertainty and heterogeneity of beliefs about the long‐term existence of the Social Security system and about the level of benefits should the system survive. In so doing, we highlight the additional information that is extracted using our probabilistic elicitation method as opposed to more traditional methods that only seek point forecasts.  相似文献

Contaminated sediments and other sites present a difficult challenge for environmental decisionmakers. They are typically slow to recover or attenuate naturally, may involve multiple regulatory agencies and stakeholder groups, and engender multiple toxicological and ecotoxicological risks. While environmental decision-making strategies over the last several decades have evolved into increasingly more sophisticated, information-intensive, and complex approaches, there remains considerable dissatisfaction among business, industry, and the public with existing management strategies. Consequently, contaminated sediments and materials are the subject of intense technology development, such as beneficial reuse or in situ treatment. However, current decision analysis approaches, such as comparative risk assessment, benefit-cost analysis, and life cycle assessment, do not offer a comprehensive approach for incorporating the varied types of information and multiple stakeholder and public views that must typically be brought to bear when new technologies are under consideration. Alternatively, multicriteria decision analysis (MCDA) offers a scientifically sound decision framework for management of contaminated materials or sites where stakeholder participation is of crucial concern and criteria such as economics, environmental impacts, safety, and risk cannot be easily condensed into simple monetary expressions. This article brings together a multidisciplinary review of existing decision-making approaches at regulatory agencies in the United States and Europe and synthesizes state-of-the-art research in MCDA methods applicable to the assessment of contaminated sediment management technologies. Additionally, it tests an MCDA approach for coupling expert judgment and stakeholder values in a hypothetical contaminated sediments management case study wherein MCDA is used as a tool for testing stakeholder responses to and improving expert assessment of innovative contaminated sediments technologies.  相似文献

Customer service is a key component of a firm's value proposition and a fundamental driver of differentiation and competitive advantage in nearly every industry. Moreover, the relentless coevolution of service opportunities with novel and more powerful information technologies has made this area exciting for academic researchers who can contribute to shaping the design and management of future customer service systems. We engage in interdisciplinary research—across information systems, marketing, and computer science—in order to contribute to the service design and service management literature. Grounded in the design‐science perspective, our study leverages marketing theory on the service‐dominant logic and recent findings pertaining to the evolution of customer service systems. Our theorizing culminates with the articulation of four design principles. These design principles underlie the emerging class of customer service systems that, we believe, will enable firms to better compete in an environment characterized by an increase in customer centricity and in customers' ability to self‐serve and dynamically assemble the components of solutions that fit their needs. In this environment, customers retain control over their transactional data, as well as the timing and mode of their interactions with firms, as they increasingly gravitate toward integrated complete customer solutions rather than single products or services. Guided by these design principles, we iterated through, and evaluated, two instantiations of the class of systems we propose, before outlining implications and directions for further cross‐disciplinary scholarly research.  相似文献

The mental models approach, a leading strategy to develop risk communications, involves a time‐ and labor‐intensive interview process and a lengthy questionnaire to elicit group‐level risk perceptions. We propose that a similarity ratings approach for structural knowledge elicitation can be adopted to assist the risk mental models approach. The LinkIT game, inspired by games with a purpose (GWAP) technology, is a ludic elicitation tool designed to elicit group understanding of the relations between risk factors in a more enjoyable and productive manner when compared to traditional approaches. That is, consistent with the idea of ludic elicitation, LinkIT was designed to make the elicitation process fun and enjoyable in the hopes of increasing participation and data quality in risk studies. Like the mental models approach, the group mental model obtained via the LinkIT game can hence be generated and represented in a form of influence diagrams. In order to examine the external validity of LinkIT, we conducted a study to compare its performance with respect to a more conventional questionnaire‐driven approach. Data analysis results conclude that the two group mental models elicited from the two approaches are similar to an extent. Yet, LinkIT was more productive and enjoyable than the questionnaire. However, participants commented that the current game has some usability concerns. This presentation summarizes the design and evaluation of the LinkIT game and suggests areas for future work.  相似文献

Nanotechnology involves the fabrication, manipulation, and control of materials at the atomic level and may also bring novel uncertainties and risks. Potential parallels with other controversial technologies mean there is a need to develop a comprehensive understanding of processes of public perception of nanotechnology uncertainties, risks, and benefits, alongside related communication issues. Study of perceptions, at so early a stage in the development trajectory of a technology, is probably unique in the risk perception and communication field. As such it also brings new methodological and conceptual challenges. These include: dealing with the inherent diversity of the nanotechnology field itself; the unfamiliar and intangible nature of the concept, with few analogies to anchor mental models or risk perceptions; and the ethical and value questions underlying many nanotechnology debates. Utilizing the lens of social amplification of risk, and drawing upon the various contributions to this special issue of Risk Analysis on Nanotechnology Risk Perceptions and Communication, nanotechnology may at present be an attenuated hazard. The generic idea of "upstream public engagement" for emerging technologies such as nanotechnology is also discussed, alongside its importance for future work with emerging technologies in the risk communication field.  相似文献

The emerging digital transformation in the twenty‐first century is rapidly and significantly changing the business landscape. The fast‐changing activities, expectations and new modes of collaboration suggest it is time to review the current theoretical insights from strategic alliance (SA) research, which are based on assumptions from a different era. We therefore aim to stimulate multidisciplinary debate and theoretical reflections to better understand emerging paradoxes and challenges that contemporary firms face in the formation, evolution and dissolution of strategic alliances. One of the essential problems in multi-criteria decision-making (MCDM) is ranking a set of alternatives based on a set of criteria. In this regard, there exist several MCDM methods which rank the alternatives in different ways. As such, it would be worthwhile to try and arrive at a consensus on this important subject. In this paper, a new approach is proposed based on the half-quadratic (HQ) theory. The proposed approach determines an optimal weight for each of the MCDM ranking methods, which are used to compute the aggregated final ranking. The weight of each ranking method is obtained via a minimizer function that is inspired by the HQ theory, which automatically fulfills the basic constraints of weights in MCDM. The proposed framework also provides a consensus index and a trust level for the aggregated ranking. To illustrate the proposed approach, the evaluation and comparison of ontology alignment systems are modeled as an MCDM problem and the proposed framework is applied to the ontology alignment evaluation initiative (OAEI) 2018, for which the ranking of participating systems is of the utmost importance.  相似文献

Over the past two decades, clean technologies (cleantech) have emerged as an important economic factor with remarkable progress. Fueled by growing concerns about climate change and diminishing fossil fuel resources, governments have put aggressive stimulus packages in place to support emerging technologies that drive cleantech businesses. The industry operates in highly regulated market conditions which in turn raises the question of whether economists have addressed private and public information requirements. To answer this question and to explore the relationship between environmental economics and clean technologies, this paper examines German literature using co-citation analysis methods. Based on the co-citation analysis of 588 documents, our results suggest that researchers have provided a rather small and fragmented set of business knowledge for the cleantech industry. Despite its economic and environmental importance, research on the private use and economic impact of cleantech remains scarce.  相似文献

Despite the widespread interest in forgiveness across a diversity of disciplines, the study of forgiveness has been strongly influenced by a psychological (i.e. individual-level) approach. Although this has provided many fruitful insights, it has also resulted in a fragmented literature that has underemphasized the multilevel and contextual nature of this phenomenon. Drawing upon a broad multidisciplinary approach, we provide a singular definition of forgiveness and integrate research on forgiveness into a multilevel systems approach. In doing so, we demonstrate that a deeper understanding can be realized by conceptualizing forgiveness as a part of a system of interconnecting psychological, social, structural, and cultural relations. By embedding forgiveness into context, our systems perspective provides novel insights into the factors that facilitate and constrain forgiveness at multiple levels of analysis, how the interplay between contextual levels can shape forgiveness at lower levels (e.g. individual level), and how examining forgiveness in organizational contexts can highlight the importance of examining other outcomes (e.g. reconciliation, peaceful co-existence, and détente) as well as facilitate the development of actionable theory.  相似文献

Shared ownership of property and resources is a longstanding challenge throughout history that has been amplifying with the increasing development of industrial and postindustrial societies. Where governments, project planners, and commercial developers seek to develop new infrastructure, industrial projects, and various other land‐and resource‐intensive tasks, veto power shared by various local stakeholders can complicate or halt progress. Risk communication has been used as an attempt to address stakeholder concerns in these contexts, but has demonstrated shortcomings. These coordination failures between project planners and stakeholders can be described as a specific kind of social dilemma that we describe as the “tragedy of the anticommons.” To overcome such dilemmas, we demonstrate how a two‐step process can directly address public mistrust of project planners and public perceptions of limited decision‐making authority. This approach is examined via two separate empirical field experiments in Portugal and Tunisia, where public resistance and anticommons problems threatened to derail emerging industrial projects. In both applications, an intervention is undertaken to address initial public resistance to such projects, where specific public stakeholders and project sponsors collectively engaged in a hypothesis‐testing process to identify and assess human and environmental health risks associated with proposed industrial facilities. These field experiments indicate that a rigorous attempt to address public mistrust and perceptions of power imbalances and change the pay‐off structure of the given dilemma may help overcome such anticommons problems in specific cases, and may potentially generate enthusiasm and support for such projects by local publics moving forward.  相似文献
